About this opportunity

The Department of the Air Force Space Command is soliciting quotations for Chapel Music Services at Vandenberg Space Force Base, with proposals due September 30. This is a small-business set-aside, limiting competition to firms meeting the small business size standard of $15.0 million under NAICS 711130.

Place of performance is Lompoc, California. The procurement is a non-personal services contract requiring the contractor to provide equipment, supplies, materials, labor, transportation, supervision, and all support necessary to deliver Chapel Music Services. The PSC code is G002.

Evaluation focuses on eight technical areas: overall technical approach for music direction and coordination with chapel staff in a pluralistic military environment; Catholic music direction experience, including selection of liturgically appropriate music aligned with the worship calendar and weekly submission of selections to the designated Priest by noon each Wednesday; staffing qualifications demonstrating music-director and choir-director experience, musical proficiency on multiple instruments, and plans for qualified alternates during absences; volunteer management processes, including background screening for programs involving minors and maintenance of current volunteer rosters; administrative and equipment procedures for setup, teardown, safeguarding government-furnished property, and copyright compliance; scheduling, communication, and quality-control processes for documenting and resolving performance concerns; relevant past performance with at least two recent Catholic music direction examples and customer references; and subcontracting plans and management approach if applicable. The Technical Plan is limited to 20 pages, excluding resumes and supporting documentation.

The Defense Priorities and Allocations System does not apply. All response costs are the responsibility of the bidding firm. The Government reserves the right to award some or all line items and may cancel the solicitation without obligation to reimburse costs.

All offerors shall provide a complete Technical Questionnaire and a video submission demonstrating their capability to perform attached music samples.
