About this opportunity

The United States Coast Guard is soliciting a Time Charter Lease for Transportation and Logistics Support Services via Task Order 1 (RFP No. 70Z02326R93280002), which will be issued concurrently with a Homeland Security Cutter (HSC)-Ocean IDIQ contract. The contractor must provide a vessel equipped with comprehensive transportation and logistics capabilities to enhance USCG operations, including specific requirements for food storage (600 cubic feet dry, 600 cubic feet refrigerated, 300 cubic feet frozen), fuel reserves, potable water capacity of 12,000 gallons, berthing for 12 Coast Guard personnel, and at-sea refueling capabilities with a controllable flow rate between 100 and 250 gallons per minute using 400 feet of buoyant hose. Evaluation will be conducted on a best value tradeoff basis, with threshold requirements assessed as pass/fail, technical capabilities weighted more heavily than price, and proposals must be received by January 27, 2026 at 10:00 AM EST. Offerors must be awarded the HSC-Ocean IDIQ contract before being considered for Task Order 1 award, meaning separate proposals are required for both the IDIQ and the task order. Key technical requirements include vessel certification for at-sea refueling, communications infrastructure with specified electrical circuits, a dedicated 160 square foot small arms storage workspace, and a Ready Service Locker with minimum dimensions of 11 feet by 9 feet by 9 feet.

This solicitation has no set-aside designation and represents a new requirement with no incumbent contractor. The task order has an estimated total value of $3.6 million, comprised of a Firm Fixed Price element for Transportation and Logistics Support Services, a Cost-Reimbursement element of $1.4 million per period for Consumables and Outfitting, and a Cost-Reimbursement element of $400,000 per period for Travel. The contract includes a 6-month base period (May 1, 2026 to October 31, 2026) with a 6-month option period (November 1, 2026 to April 30, 2027). The vessel must be available to provide services within 30 days of contract award, with any necessary conversions or modifications to be completed within 30 days of proposal submission, and costs included in the evaluation. Performance will occur in the Caribbean Basin, Gulf of America, and surrounding areas within the Gulf of America or District Southeast area of responsibility, with the contractor responsible for crew changes every four weeks, maintenance of a Certificate of Inspection-compliant crew, and submission of quarterly status reports, monthly cost reports, and fuel inventory reports to the Contracting Officer's Representative.
