About this file

This file contains Questions and Answers (Q&As) for RFP No. 70Z02326R9328002 (Task Order 1), updated January 23, 2026, addressing clarifications on vessel requirements and operational specifications for a U.S. Coast Guard contract. The Q&As clarify Statement of Work (SOW) requirements including: the small arms workspace and ready service lockers may be combined into one container; ready service locker dimensions have flexibility with equivalency statements to be added; the hazardous material locker must be a minimum of 3 feet wide, 2 feet deep, and 6 feet high and may contain flammable materials; vessel certification and construction language will be added via amendment regarding fuel oil discharge restrictions; the dry deck does not require overhead coverage; and the Coast Guard will not provide additional technical specifications or example vessel profiles beyond minimum threshold requirements.

Additional clarifications address operational and logistical requirements: vessel conversions must be completed within 30 days of proposal submission with costs included in CLIN X002 for evaluation; the refueling system must deliver a controllable flow rate between 100 and 250 gallons per minute using 400 feet of buoyant hose with specified end fittings; there is no liquid cargo segregation requirement; the 800 square feet of dry deck area is included in the total 2,250 square feet of working deck area; the planning conference room has no minimum size but must meet IDIQ requirements; migrant inventory supply costs are included in the consumables reimbursement CLIN; each offeror may submit only one proposal with a single vessel for Task Order 1; and the extension applies solely to Task Order 1 with no action required for the concurrent IDIQ solicitation (RFP No. 70Z02326R93280001). All vessel modifications necessary to support Task Order 1 requirements must be itemized as "Additional Modification Costs."

TO1 Q&As

1. SOW 3.11.1.1 - Can the small arms workspace and ready service lockers be combined into one container?

Answer: For Task Order 1, the spaces can be combined.

2. SOW 3.11.2 - Are the dimensions of the ready service locker required to be 11' x 9' x

9'? Would an 8' x 20' container meeting other requirements be equivalent?

Answer: An equivalency statement will be added to the Task Order SOW.

3. SOW 3.11.1.4 - Is there a size requirement for the hazardous material locker? Will hazardous materials be flammable?

Answer: Yes, the Task Order SOW will be modified to include size requirements. The hazardous material locker should be a minimum of 3 feet wide, 2 feet deep, and 6 feet high.

The hazardous material may be flammable.

4. Subchapter I vessels are prohibited from discharging fuel oil or other combustible liquid to "a platform, facility, MODU, or other vessel." Is there a workaround or waiver that is being considered for this?

Answer: Vessel certification and construction language will be added to the Task Order SOW via an amendment.

5. Section 3.8.4- Is the dry deck requirement required to be covered overhead?

Answer: No, it does not need to be covered overhead.

6. Vessel Qualification & Threshold Requirements - Could you confirm whether the Government intends to release additional technical specifications or example vessel profiles that meet the minimum threshold requirements outlined in Attachment 2?

Answer: The Coast Guard does not intend to release additional technical specifications or example vessel profiles.

7. For Task Order 1, if the proposed vessel(s) require conversion, what is the availability required by the government?

Answer: For Task Order 1, the offeror must demonstrate their ability to meet all threshold requirements at time of proposal submission and be operational within 30 days. If a conversion is proposed, the Government will evaluate its risk in accordance with RFP Section 8.2.

8. For Task Order 1, how should conversions/modifications be financially accounted for?

Page | 2

Answer: For Task Order 1, costs for conversions/modifications necessary to meet Coast Guard requirements may be included as an additional expense on CLIN X002, which will be evaluated for completeness and reasonableness.

9. SOW 3.8.2: Is cargo segregation required? If so, how many segregations? Can you provide details regarding hose size, and required rate of transfer? It is envisioned that fuel may be transferred to vessels of various type and size. If so advise minimum and maximum rates.

Answer: There is no liquid cargo segregation requirement for Task Order 1. The vessel's refueling system shall be capable of delivering a controllable flow rate between 100 and 250 gallons per minute, utilizing at least 400 feet of buoyant hose equipped with a 2.5 inch female cam lock coupler and a male groove lock dust plug as its required end fitting.

10. Threshold Requirements: Provide space, weight, power, and cooling for installation of unencrypted and encrypted information (voice and data) exchange systems to facilitate communications with other government and military assets. This is not a match SOW section referenced?

Answer: The Task Order 1 Threshold Requirements spreadsheet will be revised.

11. SOW 3.8.4 - Is the requirement to have 2,250 sqft of deck area of which 800 sqft is relatively dry? Is the 800 sqft in addition to the IDIQ Working Deck Area?

Answer: The 800 sqft dry deck area must be a true dry deck and can be included in the total calculation of working deck area.

12. SOW 3.10. Is there a minimum size for this space?

Answer: There is no minimum size for the space, but it must meet the IDIQ requirements for a dedicated and lockable planning conference room.

13. SOW 3.10.1 - Confirm this should be 3.11.2.1.

14. SOW 3.10.2: Confirm this should be 3.11.2.1.

15. SOW 4.2.1 - The contractor shall stock at least 250% of 418 WMSL required Migrant

Inventory Supply List located in Migrant Interdiction Operations TTP- CGTTP 3- 93.8/NTTP3-07.41M to serve as a stock inventory for resupply of Coast Guard cutters. The contractor shall replenish this supply when the inventory reaches 25% or as directed by COR.

Please provide a copy of the reference or a list of the required supplies.

Answer: The distribution language on these forms are limited to “FOR OFFICIAL USE ONLY” (FOUO). The Government will provide post award as necessary. Cost of the stock items is included in the consumables reimbursement CLIN.

New Q&As as of 22 January 2025

16. Is each submitting entity permitted to submit only one proposal—with a single vessel—for the initial Task Order? Our original interpretation was that multiple proposals from a single entity, 1x proposal, for each vessel, could be submitted for the TO1. How should sister ships be handled? Would multiple proposals be required, one for each vessel?

Answer: Each Offeror is permitted to submit only one proposal - with a single vessel - for the initial Task Order. The Government will not accept multiple proposals from one Offeror.

New Q&As as of 23 January 2025

17. Since Task Order 1 was released concurrently with the IDIQ solicitation and has since been amended with an extended submission deadline, please confirm whether any action is required with respect to previously submitted IDIQ proposals (e.g., resubmission or modification), or whether the amendment and extension apply solely to Task Order 1 submissions.

Answer: Only RFP No. 70Z02326R93280002 has been extended. No action is required for RFP No. 70Z02326R93280001 (IDIQ).

18. Should “modifications” be interpreted strictly as substantial structural alterations to the vessel, beyond the installation of temporary, removable spaces?

Answer: If an Offeror is requesting compensation for vessel modifications necessary to support the additional requirements of Task Order 1, those costs must be itemized in “Additional Modification Costs”.
