About this opportunity
Immigration and Customs Enforcement (ICE) is seeking a small business to provide Internet-Based Threat Risk Mitigation and Monitoring Services through a Request for Information (RFI). The agency requires comprehensive threat monitoring and vulnerability assessment services across three distinct tiers targeting ICE senior leaders, general ICE personnel and facilities, and specific ICE employees and operations. Interested vendors must submit a three-page response by January 6, 2025, to both the Contract Specialist Lamon Whitfield and Contracting Officer Natasha Nguyen. Responses should include company profile, relevant experience, technical capabilities, and small business category designation. The RFI evaluation will focus on vendors' ability to conduct vulnerability assessments, perform real-time threat monitoring across social media and online platforms, and provide detailed daily and monthly reporting.
The contract is designated as a Total Small Business set-aside under NAICS category 541990 for professional scientific and technical services. The proposed contract structure includes a base period and four option periods with a firm fixed price arrangement. Contractors will be required to monitor a minimum of 12 targets for senior leadership, 100 targets for general ICE population, and 15 additional targets for specific operations. Services must include continuous monitoring, immediate threat alerts, data aggregation, behavioral analysis, and deep/dark web searches while maintaining strict compliance with Privacy Act requirements for protecting personally identifiable information. All work will be performed at contractor facilities, and personnel must possess appropriate qualifications in education, training, and experience to effectively execute the required threat monitoring and mitigation services.
