About this file
This is a Request for Information (RFI) issued by ICE's Office of Professional Responsibility (OPR) seeking information about Internet Based Threat Monitoring & Mitigation Services. The RFI aims to assess small businesses' capabilities to provide real-time threat mitigation, monitoring services, vulnerability assessments, and proactive threat monitoring to protect ICE senior leaders, personnel, and facilities from increasing external threats originating from social media and online postings.
Interested vendors must submit responses to both the Contract Specialist (Lamon Whitfield) and Contracting Officer (Natasha Nguyen) by January 6, 2025. Responses are limited to 3 pages maximum and should include company profile/history, relevant experience, technical capabilities, and small business category designation (WOSB, SDVOSB, 8(a), HUBZone). While the RFI does not commit the government to issue a contract or solicitation, non-response could impact a vendor's ability to participate in future solicitations as a prime contractor. The RFI includes a Statement of Objectives (SOO) attachment detailing specific requirements.

REQUEST FOR INFORMATION (RFI)
Immigration and Customs Enforcement (ICE) Office of Professional Responsibility (OPR) Internet Based Threat Monitoring & Mitigation Services
November 26, 2024
A. BACKGROUND/PROGRAM DESCRIPTION
The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Professional Responsibility (OPR), has a requirement for Internet Based Threat Risk Mitigation and Monitoring Services.
ICE’s mission is to promote homeland security and public safety through the criminal and civil enforcement of approximately 400 federal laws governing border control, customs, trade, and immigration. ICE has experienced an increased level of external threat activity directed towards its Senior leaders, personnel and facilities. Much of this threat activity originates from social media and online postings and has since expanded to physical attacks on ICE facilities and the homes of ICE employees. To prevent adversaries from successfully targeting ICE Senior leaders, personnel and facilities, ICE requires real-time threat mitigation and monitoring services, vulnerability assessments, and proactive threat monitoring services.
B. PURPOSE OF REQUEST FOR INFORMATION
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for market research, planning and information purposes only and is not to be construed as a commitment by the Government to issue a subsequent solicitation (Request for Quote (RFQ), etc.). This RFI does not commit the Government to contract for any supply or service. ICE is not seeking quotes at this time. Further, ICE will not accept unsolicited quotes in response to this RFI. Participants in this market research are advised that the Government will not pay any costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Responses to this RFI will be used to identify potential sources, vehicles and set asides for specific small business classifications. Therefore, while not responding to this RFI does not directly preclude a vendor from participating in a future solicitation, not responding to this RFI could impact procurement decisions that affect a vendor’s ability to participate in future solicitation(s) as a prime.
The purpose of this Request for Information (RFI) is to assess the capabilities of small businesses that possess the necessary knowledge, skills, and expertise to fulfill the requirements detailed in the attached Statement of Objectives (SOO). Specifically, this RFI seeks to identify small business entities that can effectively provide Internet-Based Threat Risk Mitigation and Monitoring Services.
C. DESCRIPTION/SCOPE OF WORK

Interested Vendors are requested to provide information demonstrating their ability to perform the tasks outlined in the SOO. This information should include but is not limited to:
1. Company profile and history
2. Relevant experience in the tasks outlined in the SOO
3. Technical expertise and capabilities
4. Small Business Category – Indicate whether your company qualifies as a small business, and if so, specify the category (e.g., WOSB, SDVOSB, 8(a), HUBZone).
