About this opportunity

The Department of Commerce, Office of Acquisition Management, intends to sole-source a contract to Outdoor Wireless Network, LLC dba Comsearch for iQ.link Enterprise software maintenance and support services, with responses due by August 12, 2026. Sole-source authority derives from FAR 6.302-1, citing only one responsible source available. The contract supports the NTIA Spectrum Analysis and Engineering Division, located at 1401 Constitution Avenue NW, Washington, DC 20230, and will consist of a 12-month base period with four one-year option periods.

The iQ.link software analyzes, plans, and maintains a comprehensive database of federal microwave systems operating in the 7125–8500 MHz frequency range using Telecommunications Industry Association Standard 10 methodology for interference analysis and frequency nomination. The software enables spectrum utilization optimization and frequency nominations for new systems, particularly supporting federal microwave relocations following AWS-3 spectrum reallocation.

Interested parties must submit written responses within 15 days from publication that clearly defend any claims refuting the government's sole-source justification. No solicitation package is available. If no affirmative responses are received within 15 days, the contract will be awarded to Comsearch. Questions must be submitted in writing to ecrawford@doc.gov. The applicable NAICS code is 334290 (Other Communications Equipment Manufacturing); PSC is 7G20.
