Notice of Intent to Sole Source

This is a Notice of Intent to Sole Source issued by the U.S. Department of Commerce, Office of Acquisition Management, on behalf of the National Telecommunications and Information Administration (NTIA). The government intends to award a sole-source contract for software services supporting the NTIA Spectrum Analysis and Engineering Division located at 1401 Constitution Avenue NW, Washington, D.C. 20230. The contract will consist of a 12-month base period with four one-year options. The applicable NAICS code is 334290 (Other Communications Equipment Manufacturing). The sole-source authority is based on FAR 6.302-1, citing only one responsible source available to satisfy agency requirements.

Required Services and Software

NTIA's Spectrum Engineering and Analysis Division requires the iQ.link software program, provided by Outdoor Wireless Network, LLC dba Comsearch, to analyze, plan, and maintain a comprehensive database of federal microwave systems operating in the 7125–8500 MHz (7/8 GHz) frequency range. The software utilizes Telecommunications Industry Association (TIA) Standard 10 methodology for interference analysis and frequency nomination. The software supports efficient spectrum utilization by minimizing interference in congested areas and enabling frequency nominations for new systems. Enhanced frequency assignment capabilities have become increasingly important as federal microwave systems are relocated following spectrum reallocation from the Advanced Wireless Service 3 (AWS-3) auction.

Response Deadline and Award Information

Responses to this notice of intent must be submitted within 15 days from the date of publication and must clearly defend any claims that refute the government's sole-source justification. No solicitation package is available. If no affirmative responses are received within 15 days, the contract will be issued to Outdoor Wireless Networks LLC dba Comsearch. Questions must be submitted in writing via email to ecrawford@doc.gov.

- Other Communications Equipment Manufacturing.

This acquisition is being conducted under the authority of permitting other than full and open competition, implemented by the Federal Acquisition Regulation (FAR) 6.302-1 “only one responsible source and no other supplies or services will satisfy agency requirements”.

The National Telecommunications and Information Administration (NTIA) Spectrum Engineering and Analysis Division relies on the iQ.link software program— Outdoor Wireless Network, LLC dba Comsearch—to analyze, plan, and maintain a comprehensive database of federal microwave systems operating in the 7125–8500 MHz (7/8 GHz) frequency range. The software is built on the Telecommunications Industry Association (TIA) Standard 10 methodology for interference analysis and frequency nomination.

iQ.Link enables efficient spectrum utilization by minimizing interference in congested areas and supporting frequency nominations for new systems. Enhanced frequency assignment techniques have become increasingly important as federal microwave systems are relocated following spectrum reallocation associated with the Advanced Wireless Service 3 (AWS‑3) auction.

This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government.

A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the Government's concerns and address how the items can be provided without jeopardizing the on-going projects.

If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to Outdoor Wireless Networks LLC dba Comsearch. There is no solicitation package available. Any questions regarding this notice must be submitted in writing via email to ecrawford@doc.gov.
