About this opportunity

The Department of Homeland Security US Coast Guard announced on August 13, 2026, a notice of intent to award a sole-source purchase order to Waterworks Industries, Inc. for aquatic vegetation management and annual herbicide treatment at Training Center Petaluma, California, effective September 15, 2026; this is not a request for competitive proposals, but a Total Small Business set-aside under FAR 13.106-1(b)(1).

The sole-source justification rests on Waterworks Industries holding exclusive authorization under the active regional Group Aquatic Pesticide Application Plan (APAP) permit (NPDES Permit No. CAG990005) regulated by the California State Water Resources Control Board. No other contractor holds coverage under this permit for Sonoma County. Obtaining alternative permitting would require 90–180 days and delay treatment past the critical seasonal window for controlling invasive Water Primrose species.

The contractor must manage approximately 8.5 acres of waterway at the Lake Recreational Area, including site assessment, baseline water quality testing, development of an integrated pest management treatment plan, execution of up to four annual herbicide applications using EPA-approved aquatic herbicides, and post-treatment monitoring with water quality testing and percent-kill assessments. All herbicide applicators must hold a valid Qualified Applicator License or Certificate with Aquatic Category from the California Department of Pesticide Regulation. A designated project manager with at least three years of large-scale aquatic vegetation project experience in California watersheds is required.

The period of performance is one year (September 15, 2026 through September 14, 2027) with four one-year option periods extending through September 14, 2031. Work location is 599 Tomales Road, Petaluma, California 94952-4154. Any party believing they can perform this requirement may submit a capability statement by August 20, 2026, at 1100 EST to Amanda Distasio at Amanda.L.Distasio2@uscg.mil.
