About this opportunity
U.S. Army Contracting Command–Aberdeen Proving Ground (ACC-APG), Natick Contracting Division, intends to award up to three Prototype Other Transaction (OT) Agreements under 10 U.S.C. 4022 for Shipboard Isolation Systems (SIS) to support rapid prototyping and testing, with Solution Brief submissions due May 19, 2026 at 1600 Eastern Time.
The CFS (W911QY-26-S-SBIS-01) is issued against Army Open Solicitation W9128Z-25-S-A002. The Government seeks biocontainment prototypes to isolate and quarantine personnel exposed to communicable diseases aboard U.S. Navy vessels on behalf of the Navy and Air Force. The solicitation is not set-aside and will use Other Transaction Authority rather than traditional FAR procurement.
Key Performance Parameters include: operational system encapsulating a standard hospital ICU bed; negative pressure differential of 2.5 Pascals with 12 air changes per hour; HEPA filtration at 99.97% for 0.3-micron particles; individual components not exceeding 50 pounds with total stored weight under 200 pounds; 60-minute battery backup duration as threshold requirement; storage containers fitting through 26-inch-wide by 66-inch-tall watertight doors; D-ring securing provisions for shipboard stability; and FDA 510(k) marketing authorization. All prototypes must be Berry Amendment compliant with domestic U.S. manufacturing for covered materials.
Phase I requires delivery of 15 identical prototypes within 90 days of award for Government testing and user feedback. Phase II will downselect up to two contractors for delivery of 15 additional systems within 60 days for logistics and operational evaluation. Upon Phase II completion, one solution may receive a non-competitive follow-on production award for up to 150 systems.
Offerors must submit a 15-page Solution Brief addressing technical approach, innovation, capabilities, IP strategy, and rough order of magnitude cost, plus an unlimited Supporting Data Package with test reports, engineering analyses, and certifications. Cost is an evaluation factor. Questions were due May 8, 2026. An Industry Day was held March 18, 2026. Partnering with Non-Traditional Defense Contractors and small businesses is preferred but not mandatory.
