About this file

This is a Call for Solutions (CFS) draft solicitation for a Shipboard Isolation System (SIS) prototype issued by the U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division under Other Transaction Authority (10 U.S.C. 4022). The Government seeks to award multiple Prototype Other Transaction Agreements to develop and demonstrate viable solutions for rapidly testing and evaluating biocontainment systems to isolate and quarantine personnel aboard U.S. Navy vessels experiencing symptoms of communicable disease or biological threats. Offerors must submit a Solution Brief (limited to 15 pages) and Supporting Data Package (unlimited pages) in PDF format by a deadline to be announced, with files named according to specified conventions and submitted via email. The evaluation process comprises two phases: Phase I involves delivery of up to 15 prototypes within 90 days of award, with testing to assess operational specifications, biocontainment performance, and user feedback; Phase II involves downselection of up to two contractors to deliver 15 additional prototypes within 60 days for operational evaluation; and Phase III potentially leads to a non-competitive follow-on production award if successful completion criteria are met.

Key technical requirements include: operational size fitting a standard ICU bed with 6-inch clearance on all sides (maximum 76 inches tall, 54 inches wide, 118 inches long); operational weight not exceeding 50 pounds with individual components compliant with MIL-STD-1472 lifting limits; negative pressure maintenance of 0.01 inches water gauge (2.5 Pascals) with 12 air changes per hour and HEPA filtration at 99.97% efficiency for 0.3-micron particles; storage containers that fit through 26-inch by 66-inch Navy watertight doors; FDA 510(k) clearance; 10 glove ports in specified locations with ASTM F1671-compliant gloves; transfer pouches for supplies; power compatibility with 120-240 VAC single-phase 15A service; continuous operation for 2 weeks; liquid containment of 6 liters; material compatibility with 9% calcium hypochlorite decontamination; and 5-year shelf life. Offerors must provide test plans, production cost estimates, life-cycle cost assessments, data rights assertions (with Government preference for Government Purpose Rights), and detailed logistics information. Contractors selected for Phase II shall deliver up to fifteen (15) prototype systems for testing within 60 days after notification of successful downselect. Phase II testing will include a logistics and maintenance demonstration conducted during an operational evaluation by the designated Lead Operational Test Agency (LOTA). While specific testing activities for the operational demonstration have not yet been finalized, the Government will provide detailed evaluation criteria and testing requirements to contractors at the time of Phase II award. All testing conducted during Phase II will focus on verifying that the prototype systems meet the requirements outlined in Attachment 1 of this solicitation, specifically those requirements that were not tested during Phase I. The requirements in Attachment 1 will remain unchanged throughout the duration of the effort. The Government reserves the right to update or refine evaluation criteria prior to Phase II award to ensure alignment with program objectives and operational needs, provided such updates do not alter the requirements specified in Attachment 1.

SECTION E: ANTICIPATED CONTRACTING PHASED EFFORT

1. Phase I: Award of up to three (3) prototype OT Agreements. Performers will develop their initial system designs and demonstrate progress towards key performance objectives; with a specific focus on the proposed path for meeting criteria in SOO Table 1: Protype Criteria.
