About this opportunity
The Department of the Navy Naval Supply Systems Command has issued a Special Notice for a sole-source contract with Thermo Fisher Scientific, Inc. for a one-year service plan for a Niton XL5 Handheld X-Ray Fluorescence (XRF) Analyzer located at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF). The notice specifically relates to a service plan for a particular XRF analyzer with serial number X501684, which requires comprehensive repair and calibration services. While the government intends to award the contract to Thermo Fisher Scientific directly, they are providing an opportunity for other interested parties to demonstrate their capabilities. The contract is for a one-year period and includes specific service requirements such as Tier 1 & 2 repairs, Tier 3 repairs at a 50% discount, and full factory recalibration and certification.
Contractors interested in responding to this Special Notice must submit their capabilities documentation by April 17, 2025, at 12:00 PM PST. All submissions must be made via email to James Kibbee, the Contract Specialist, with a specific subject line indicating response to the intent to sole source. To be eligible for potential award, contractors must be registered in the System for Award Management (SAM.gov). The government will review submitted documentation to determine if a competitive solicitation might be necessary, though they retain sole discretion in making this determination. Interested parties are required to provide clear and comprehensive documentation demonstrating their technical capabilities and experience in supporting the specified equipment service requirements. The government emphasizes that this notice is not a competitive quote request, and no costs incurred by responding parties will be reimbursed. Written responses will be the only form of communication considered in evaluating potential alternative contractors.
