About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health (NIH), is seeking a service agreement for scientific equipment through a potential sole-source negotiation with Thermo Electron North America, LLC. The procurement focuses on essential service coverage for specialized mass spectrometry and protein sequencing instruments, including an Orbitrap Fusion Lumos ETD, FAIMS PRO, UVPD, Lumos & Eclipse Upgrade, and Easy nLC 1200. The agency requires a priority response service agreement that meets manufacturer-level support capabilities, with vendors invited to submit capability statements demonstrating their ability to satisfy agency requirements. All submissions must be electronically submitted through the NIAID Simplified Acquisition Submission System (eSASS) by December 26, 2024, at 12:00 pm EST, with reference to solicitation number NOINIAID-25-2248988. The statutory authority for this potential sole-source procurement is 41 U.S.C. 1901(a)(1), implemented through FAR 13.106-1, which allows for procurement when only one responsible source can meet agency needs.
The solicitation has no specific set-aside designation and is open to all responsible sources capable of providing comparable services. The place of performance is located in Rockville, Maryland, and the contract falls under NAICS category 811210 for Electronic and Precision Equipment Repair and Maintenance. The procurement is specifically for the Protein Chemistry Section (PCS) within NIAID, which supports intramural investigators' research through advanced mass spectrometry and protein sequencing technologies. The instruments in question enable highly sensitive compound detection, with capabilities to identify compounds at extremely low concentrations (as low as one part in 10^12) in complex chemical mixtures. While no specific award value is mentioned, the service agreement will cover critical scientific research equipment that supports advanced molecular analysis, with the potential contractor expected to provide comprehensive maintenance and support services for these sophisticated research instruments.
Notice text
This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate an other than full and open competition basis with Thermo Electron North America, LLC for a service agreement for scientific equipment.
The Protein Chemistry Section (PCS) within the National Institute of Allergy and Infectious Diseases (NIAID) enables intramural NIAID investigators to use state-of-the-art applications in mass spectrometry, bioinformatics, and protein sequencing in their research programs. In cooperation with mass spectrometry and protein sequencing, extensive support is available for expert analysis and characterization of peptides, proteins, and small bio-molecules.
Mass spectrometry is a powerful analytical technique that is used to identify unknown compounds, to quantify known compounds, and to elucidate the structure and chemical properties of molecules. Detection of compounds can be accomplished with very minute quantities (as little as 10-12g, 10-15 moles for a compound of mass 1000 Daltons). This means that compounds can be identified at very low concentrations (one part in 1012) in chemically complex mixtures. The Research Technologies Branch (RTB) currently provides mass spectrometry services on a daily basis for all NIAID investigators using the Thermo Electron Lumos, UVPD, FAIMS, and Easy-nLC 1200. The PCS requires an Essential Plan service agreement for the following instruments; Orbitrap Fusion Lumos ETD Serial# FSN20718, FAIMS PRO Serial# FAIMS-20608, UVPD, Lumos & Eclipse Upgrade, Factory Serial# UVPD-10127 and Easy nLC 1200 Serial# LC-031119.
Capabilities statements must address the capability of providing a priority response equal to a direct contract/service agreement with the manufacturer.
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered. The documents must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov (subject line to reference NOINIAID-25-2248988 by 12:00 pm eastern standard time December 26, 2024. All vendors must register in the eSASS system to submit a capabilities statement. Instructions on how to register / submit capabilities statements are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit a capabilities statement that will be considered by this Agency.
