About this opportunity
The National Institutes of Health Clinical Center is issuing a Notice of Intent to sole-source procure a subscription renewal and support services for the TheraDoc Hospital Epidemiology System from Premier Healthcare LLC. The system is a critical clinical surveillance and infection control decision support platform that aggregates and analyzes data from multiple clinical systems including the electronic health record, laboratory information system, pharmacy, and admission/discharge/transfer feeds to provide real-time alerts, reports, and dashboards essential for patient safety and regulatory compliance. Key contract requirements include renewal of all existing on-premises software licenses, provision of maintenance and support services with stringent service level agreements requiring response times of 1-4 hours depending on issue severity, delivery of software updates and security patches, support for existing system interfaces, quarterly support reports, and training and documentation updates as needed. This sole-source procurement is justified on the basis that Premier Healthcare LLC is the exclusive developer and provider of TheraDoc's applications, support, and maintenance, with no viable alternatives available to meet the NIH Clinical Center's operational needs. The deadline for questions or comments on this Notice of Intent is December 15, 2025.
This procurement carries no set-aside designations and represents a continuation of the NIH Clinical Center's nearly two-decade relationship with the incumbent contractor, Premier Healthcare LLC. The contract is structured as a firm fixed-price award with a base performance period running from October 1, 2025, through September 30, 2026, followed by two optional 12-month extension periods, extending the potential contract term through September 30, 2028. Work will be performed on-premises at the NIH Clinical Center in Bethesda, Maryland, and deliverables must be completed according to specified timelines, including license renewal confirmation within 10 business days of award and training sessions within 60 days of award. The contract requires the contractor to comply with stringent federal security requirements including FISMA compliance and NIST SP 800-53 controls, with all deliverables subject to accuracy, completeness, and stability criteria. The specific dollar value of the procurement is not disclosed in the Notice of Intent.
Notice text
Acquisition Description:
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Premier Healthcare LLC
The National Institutes of Health (NIH) is the nation’s foremost federally funded biomedical research institution.
The NIH Clinical Center relies on the Theradoc® clinical surveillance and infection control decision support system to support patient safety, infection prevention, antimicrobial stewardship, and regulatory compliance. Theradoc aggregates and analyzes data from multiple clinical systems—including EHR, LIS, pharmacy, and ADT feeds—to provide real‑time alerts, reports, and dashboards. Continued access is essential for daily operations
The purpose of this requirement is to procure subscription/software license, maintenance and support for the NIH Clinical Center’s TheraDoc Hospital Epidemiology System from Premier Healthcare LLC.
The Contractor shall provide the following:
• Renewal of all existing Theradoc® on‑premises software licenses.
• Maintenance, patching, and support services.
• Updates, upgrades, and security patches.
• Support for existing interfaces to CC EHR, LIS, pharmacy, and ADT systems.
• Quarterly Support Reports – system uptime, issues resolved
• Training and documentation updates as needed.
Justification:
The NIH has used this TheraDoc Hospital Epidemiology System for almost 2 decades. There is currently no alternative to this system, so the NIH needs to continue using this same system.
Premier Healthcare, LLC is the sole source provider for the applications, support, maintenance and training associated with the TheraDoc® clinical surveillance solution. All components of TheraDoc’s functionality have been developed by our company and are the exclusive intellectual property of Premier.
