About this opportunity

The U.S. Environmental Protection Agency (EPA) Office of Acquisition Management is seeking a contractor to procure, test, and distribute high-purity air sampling filters for state and local air pollution control agencies. The solicitation covers three types of filters: quartz filters for PM-10 samples, glass fiber filters for Total Suspended Particulate sampling, and Teflon filters for PM2.5 samples. Potential offerors must be registered in SAM.gov and will be evaluated based on both technical and pricing factors, with technical capabilities being significantly more important than price. The evaluation will use a confidence-based rating system to assess offerors' understanding of requirements and proposed approach. Key deadlines include May 22nd for submission of questions and June 9th at 12:00 noon EDT for quote submissions, with the government intending to award a firm-fixed price purchase order.

The contract is not set aside for any specific group and will be classified under NAICS code 541380 for Testing Laboratories and Services. The procurement includes a one-year base period with four one-year option periods, potentially running from August 2025 to August 2030. Performance will be located at the EPA Research Triangle Park facility in North Carolina, where the contractor will be responsible for conducting comprehensive filter acceptance testing, including visual inspections, physical property evaluations, and chemical analyses. The contractor must complete testing within 75 days of receiving filter batches, submit detailed test reports, and distribute acceptable filters to air pollution control agencies within 5 days of EPA notification. The statement of work requires precise quality assurance processes, including submission of Quality Management Plans and maintaining filter storage for up to 24 months.

Update #3 · Latest ·

Amendment 0003 extend the deadline for quotes from June 9 to June 18 at 12:00 (noon) EDT. See FedConnect linked for the extension.
Amendment 0002 provides a list of contract line items. See FedConnect linked below for the attachment.
Amendment 0001 posted the attached Q & A on May 22,2025. See FedCOnnect linked below for the attachment.
EPA Research Triangle Park, North Carolina is responsible for procuring, testing, and distributing filters of high purity to the State/local air pollution control agencies. The quartz filters are used with a size selective sampler (SSI) to collect PM-10 (particulate matter with an aerodynamic diameter less than or equal to a nominal 10 micrometers) samples. The glass fiber filters are used with a Total Suspended Particulate (TSP) sampler. The Teflon filters are used with a sampler to collect PM2.5 (particulate matter with an aerodynamic diameter less than or equal to a nominal 2.5 micrometers) samples. This process assures filters with uniform characteristics and known quality assurance testing for the national particulate networks.
