About this opportunity
The U.S. Food and Drug Administration (FDA) is issuing a Request for Information (RFI) to conduct market research for a multiple-award Blanket Purchase Agreement (BPA) for Enterprise IT Application Development (EAD) professional services. The agency seeks to establish BPAs against GSA MAS Schedule 54151S and/or 54151HEAL to support IT modernization efforts, including creating a shared OneFDA ecosystem, strengthening IT infrastructure, and adopting mission-driven innovations. Potential contractors must demonstrate capabilities in areas such as governance, program management, technical expertise, and resource management. The RFI will help the FDA determine if small business sources can satisfy the agency's contracting goals, with responses due by 4:00 PM EST on May 24, 2024. Respondents are required to use the provided RFI Response Template to detail their organizational information, GSA schedule details, and qualifications for various task areas.
The procurement is not set aside for any specific small business category, and no incumbent contractors are mentioned in the documents. While no specific award value is disclosed, the BPA will have a 5-year period of performance and will cover a wide range of IT services including program/project management, business process engineering, enterprise architecture, application development, cloud services, and data services. The FDA intends to issue individual task orders against this multiple-award BPA using NAICS code 541512 (Computer Systems Design Services). Contractors will need to comply with extensive security and privacy requirements, including background investigations, Personal Identity Verification (PIV) card acquisition, and adherence to federal IT security standards. The procurement aims to support the FDA's broader technology modernization strategy, including adoption of APIs, microservices, containers, and cloud technologies.
