About this file

This document is a Questions and Answers excerpt related to a Request for Information (RFI) for the Food and Drug Administration (FDA) Enterprise IT Application Development (EAD) Blanket Purchase Agreement (BPA).

The RFI is seeking market research to identify potential vendors capable of providing IT application development services to be procured under a multiple-award BPA against GSA Schedule 54151S and/or 54151HEAL. The FDA is looking to evaluate vendors during the BPA proposal stage, not for future task order deliverables. The response is limited to 1,000 characters, counting both characters and spaces. The FDA clarifies that the major scope will fall under Schedule 54151S and/or 54151HEAL, with potential software purchases as Order Level Materials, since the FDA has separate strategic vehicles for enterprise software licenses. The RFI does not commit the government to any award, and respondents' information will become government property with no guarantee of future participation.

Questions and Answers

Q1: Could you please clarify what the intent of the question e. How would you like to be evaluated for this task? Does that mean how do we want to be evaluated during the BPA proposal or evaluated during delivery of that task area?

A1: The question is intended for evaluating the BPA proposal for the task and not for evaluating future deliverables.

Q2: The response excel allows for only 1000 characters. Does FDA mean characters or words and, if characters is correct, do spaces count?

A2: The 1000 character limit is directly counting characters and spaces combined.

Q3: Will the Government consider incorporating GSA MAS Schedule SIN 511210 for Software Publishers into the scope of the Enterprise IT Application Development (EAD) BPA?

A3: Major scope of the EAD BPA would fall under the SIN 54151S and/or 54151HEAL. There might be few software purchases as a part of Order Level material. FDA already have separate strategic acquisition vehicles for purchase of enterprise software licenses and enterprise licenses required under the EAD BPA would be procured under those strategic vehicles and provided as GFI.
