About this opportunity

The U.S. Army Corps of Engineers Portland District has issued a Special Notice (Solicitation Number W9127N26QA069) announcing its intent to award a sole-source contract for replacement electric motors and brakes for The Dalles Lock and Dam's fish ladder system. The notice, posted on April 20, 2026, with a due date of May 4, 2026, indicates that the Corps intends to negotiate directly with Integrated Power Services, LLC without competitive bidding. The Dalles Lock and Dam, located 192 miles upriver from the mouth of the Columbia River near The Dalles, Oregon, has operated since 1957 and utilizes weir gates controlled by motors and brakes to manage fish ladder attraction flows that guide adult salmon upstream. This sole-source procurement falls under the Federal Acquisition Regulation provisions for non-competitive acquisitions and is classified under NAICS Code 335312 (Motor and Generator Manufacturing).

The primary objective of this solicitation is to procure custom-manufactured replacement electric motors and brakes for the east fish ladder to replace original equipment from the 1950s that has reached end-of-service life after more than 65 years of operation. Because the current motors are no longer produced commercially and cannot be repaired, new motors must be custom-built to fit within the existing space constraints of the original equipment manufacturer specifications. The May 4, 2026 deadline represents the period for submission of any objections or alternative proposals before the sole-source award is finalized. While this is a sole-source procurement, interested contractors should note that the requirement specifically mandates custom manufacturing capabilities to meet The Dalles Dam's dimensional and operational specifications. The Corps' determination to pursue a sole-source approach is based on the unique technical requirements and the availability of only one qualified vendor capable of meeting these specialized manufacturing demands.

Synopsis:

This is a special notice prepared in accordance with Federal Acquisition Regulation (RFO FAR) 5.3 “Synopses of Contract Awards”

US Army Corps of Engineers, Portland District intends to negotiate/award a sole-source, contract with Integrated Power Services, LLC. The purpose of this requirement is to purchase replacement electric motor/brake for the east fish ladder to replace the current equipment which is reaching end of service life. The Dalles Lock and Dam is 192 miles upriver from the mouth of the Columbia River two miles east of The Dalles, Oregon and has been operating since 1957. The Adult fish ladders were integrated into the design and have been operating since then.  To steer the adults to the ladders, "attraction" flows at the downstream ladder entrances simulate conditions that would be found at the base of natural waterfalls.  At the entrances of the fish ladders the weir gates are monitored to be a foot or so below the water line. This helps the attraction flow to maintain a steady current to attract the adult fish. The gates are controlled by automation; however, the motors and brakes are original from the 1950’s and have been maintained by The Dalles Dam maintenance team for over 65 years. During maintenance periods in recent years The Dalles Dam has found several motors and brakes to worn to be repaired and are no longer serviceable. The current motors are no longer produced or available, the replacement motors need to be customer manufactured to fit in the current space used by the OEM motors. The statutory authority for this non-competitive acquisition is RFO FAR 12.102(a), Only one responsible source and no other services will satisfy agency requirements.

A SOLICITATION WILL NOT BE POSTED.
The Government intends to proceed with this sole source action. The NAICS code is 335312 – Motor and Generator Manufacturing. The size standard as defined by the U.S. Small Business Administration is 1,250 employees.

A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.  Electronic responses and questions shall be submitted via email to nathean.w.stoner@usace.army.mil.
