Added: Jun 16, 2015 1:41 pm This is a combined synopsis/solicitation issued by the Bureau of the Fiscal Service, on behalf of the Community Development Financial Institutions Fund (The CDFI Fund) for "Minority CDE New Markets Tax Credit Program Training and Technical Assistance" as outlined herein and as described in the Performance Work Statement (PWS). This notice has been prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested as described in "52.212-1 Instructions to Offerors" and a hard-copy written solicitation will not be issued. The solicitation is being issued as a Request for Proposal (RFP). The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-82.


This RFP is being issued on an unrestricted basis to the open market, under NAICS 541611 (Administrative Management and General Management Consulting Services) that has a United States Small Business Administration size standard of $15,000,000.00 in annual revenue.


This RFP consists of two phases: Phase One (Go / No-Go Summary) and Phase Two (Full Proposal). Offerors shall submit a proposal in accordance with the requirements set forth in "52.212-1 Instructions to Offerors". It is anticipated that a single contract will be awarded as a result of this solicitation.


Any questions regarding the requirements of Phase One and Phase Two of this solicitation must be received no later than 2:00PM (ET), June 23, 2015 and shall be submitted electronically to purchasing@fiscal.treasury.gov, with a subject line of "Questions - TFSACDF15CI0001, Attn: WGUM/TAYERS" and will be answered as an amendment to the solicitation. Questions received after the deadline may not be answered. Any questions and/or comments received are not considered proprietary and will not be protected by the Government. Offerors are prohibited from communicating directly with the CDFI Fund personnel about this procurement action.


Proposals shall be submitted electronically to purchasing@fiscal.treasury.gov no later than 2:00PM (ET), July 7, 2015, with a subject line of "Proposal - TFSACDF15CI0001, Attn: WGUM/TAYERS".


The attached commercial item clauses, supplemental terms and conditions, instructions to offerors, and evaluation criteria/award determination apply to this acquisition. Please see attachment labeled TFSACDF15CI0001.
