Questions and Responses

1. a. Regarding the contractor and key personnel qualifications described in section 7.0

(page 25 of the document), do the key personnel under consideration need to be staff members of the applicant? b. Can we describe subcontractors or other partner organizations that we are considering teaming up with to complete the proposed work?

Response: a. No. Key personnel can be the applicant’s/offeror’s, their subcontractor’s or partner organization’s personnel. b. Yes.

2. a. Regarding the contractor and key personnel qualifications described in section 7.0

(page 25 of the document) and the accompanying go/no go summary, what documentation is required to demonstrate the qualifications of partner organizations? b.

Additionally, what level of commitment is needed from partner organizations – are resumes, letters of support, and/or memorandums of understanding for the proposed scope of worked needed?

Response: Resumes and certifications. Yes.

3. We assume that a submission for this RFP and potential subsequent award does not have an impact on other contractor applications considerations with the CDFI Fund? Please confirm this interpretation. For example, would this application and/or award of the contract have an impact on the Innovation Challenge contracting process?

Response: No, this RFP has no bearing on any other CDFI Fund procurement.

4. We assume that a submission for this RFP and potential subsequent award does not have an impact on other award considerations with the CDFI Fund. Please confirm this interpretation. For example, would this application and/or award of the contract have an impact on future New Market Tax Credit or Financial Assistance Awards from the CDFI Fund?

Response: See response to Question 3.

5. Considering 11.5, Prohibition on Soliciting Services from Recipients (page 28), please provide clarification on what types of future contracts are prohibited. We assume that it would not be prohibit to collaborate with client CDEs on future New Markets Tax Credit projects. We currently hold annual conferences that include some New Markets Tax Credit instruction component, available to all attendees. We assume that this large group training would not be prohibited for client CDEs within this project, please confirm.

Response: Soliciting CDEs to attend a widely attended conference is not prohibited.

6. We are proposing to contract with subcontractors to assist in the administration of the proposed training. Are they also prohibited from soliciting services from recipients?

Response: Yes, sub-contractors are prohibited from soliciting services from training participant minority CDEs for 12 months

7. What is the anticipated decision time between the RFP deadline and the notification of award of the contract?

Response: The Government anticipates making an award on or before September 30, 2015.

8. Based on the RFP it appears the scope of work is focused on developing the capacity of Minority CDEs to access and utilize NMTCs. In part this is based on understanding the program. However, there are underlying capacity elements that also play into this. Are you looking for these in the response or only NMTC focused support?

Response: The scope of work is focused on assisting a Minority CDE in assessing what role(s) the CDE is best suited to undertake based on their current capacity.

Understanding the NMTC Program requirements is important in assisting a Minority CDE in self-assessing their capacity.

9. Targeted cities are noted in the RFP document. Does it detract or add to a submission if other cities are suggested?

Response: The cities noted for training workshops are recommendations only.

Proposals may include alternate cities and a rationale for why those cities were selected.

Please note that the total number of training workshops is four (4) and each workshop would be held in a different location.

10. While a primary contractor would respond, would multiple CDEs be able to partner with the prime contractor as subcontractors?

Response: A prime contractor may sub-contract a portion (49% or less) of the work with one or more parties in order to meet the requirements in Section 7.0 “Contractor and Key Personnel Qualifications” of the Performance Work Statement (PWS). A sub-contractor may be a CDE. Sub-contractors must also comply with Section 11 “Conflict of Interest” and Section 12 “Non-Disclosure “of the PWS.

11. If subcontractors are leveraged, what information in the RFP is required for subcontractors to respond to?

Response: The prime contractor will be required to respond to all terms and conditions of the solicitation. Please also see the response to questions 1 and 2 above.

12. Per the RFP, there is information regarding contractors being registered in the SAM system. Is this a requirement to continue through the procurement process?

Response: Yes, SAM registration is required in order for any vendor to be awarded a contract.

13. Does the RFP preclude participation by a non-profit organization that has revenues over $15M as either prime or subcontractor?

Response: No.

14. Can you advise us on whether the NAICS code size standard provides a revenue ceiling for a not for profit organization?

Response: There is no revenue ceiling for non-profit organizations per the Small Business Administration.
