About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking repair services for the TH-1H Satellite Navigation Set (NSN 5826-01-571-5476HL, Part Number 81440-42-241P), a commercial GPS unit manufactured by FreeFlight Systems used on Air Force TH-1H training aircraft. The government requires a firm fixed-priced indefinite delivery requirements contract for repair services, with units must serve as form-fit-function replacements certified for TH-1H helicopters without requiring aircraft modifications. Key qualifications include facility capabilities, quality assurance processes (ISO 9001 or AS9100 certification), diagnostic and repair capabilities, commercial pricing and warranty terms, and configuration management and inventory tracking systems. The government does not possess adequate technical data or repair rights for these items, which are classified as commercial, and has determined it uneconomical to obtain data rights or conduct reverse engineering; therefore, this procurement utilizes a Repair Method Code of R3/Q indicating single-source authority. The Request for Information (RFI) submission deadline is February 4, 2026, with responses directed to Kiem Tarpley (kiem.tarpley@us.af.mil) and De'Anna Thompson (deanna.thompson.3@us.af.mil), and interested contractors should note this RFI is for market research purposes only and will not result in contract awards or government reimbursement of response costs.

This procurement carries no set-aside designation, though small business participation is encouraged and no final small business set-aside decision has been made pending analysis of RFI responses; FreeFlight Systems (CAGE 1WAN0) is the current manufacturer. The contract structure calls for a basic 1-year ordering period plus four additional 1-year ordering periods for a total five-year term extending through FY31, with the government requiring repair services for approximately 18 units annually. While specific award value information is not provided in the pre-solicitation notice, the relatively modest annual volume of 18 units suggests a moderate-value repair contract. Contractors interested in teaming arrangements to fill capability gaps are encouraged to identify such arrangements in their responses, and the market research phase will determine whether competitive breakout is feasible based on submitted capability data.
