About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking repair services for the TH-1H Satellite Navigation Set (NSN 5826-01-571-5476HL, part number 81440-42-241P), a commercial item classified under NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance). The government intends to award a firm fixed-price indefinite delivery requirements contract with a one-year basic ordering period and four additional one-year option periods for a total of five years. Prospective contractors must demonstrate comprehensive repair capabilities, including quality assurance processes (ISO 9001 or AS9100 certification preferred), past contract performance documentation, technical data management solutions for identified data gaps, and the ability to address obsolescence and fit-form-function compatibility issues. The government has issued a Request for Information (RFI) rather than a full solicitation, which serves as market research to identify qualified repair sources and understand available commercial solutions; responses to the RFI are due by February 4, 2026. Interested parties should direct inquiries to Logistics Manager Kiem Tarpley (kiem.tarpley@us.af.mil) and De'Anna Thompson (deanna.thompson.3@us.af.mil), with email attachments limited to 10 MB per message.

This procurement carries no set-aside designation for small businesses, though the RFI encourages small business respondents to identify teaming arrangements and propose work areas suitable for exclusive small business set-asides for potential future consideration. The current incumbent repair provider is Freeflight Systems (CAGE: 1WAN0), the original equipment manufacturer, as the government currently lacks adequate technical data rights to enable competitive repair sourcing. The government projects a requirement of 18 units per year to support combat search and rescue operations through fiscal year 2031, though no specific award value or budget range is disclosed in the pre-solicitation notice. Contractors must be registered in the System for Award Management (SAM) and must disclose ownership structure (domestic or foreign). All respondents should note that RFI responses constitute market research information only and will not result in contract award or government reimbursement of participation costs.
