About this opportunity

The Defense Logistics Agency Energy is soliciting offers for the supply of electricity and ancillary services to three Department of Defense installations in Texas: Goodfellow Air Force Base, Laughlin Air Force Base, and Sheppard Air Force Base, located within the Electric Reliability Council of Texas (ERCOT) market area. Offerors must be on the approved list of Retail Electric Providers in Texas and cannot appear on restricted vendor lists including the Office of Foreign Assets Control Specially Designated National List, the Denied Persons List, FAPIIS, or EPLS. The contract will be a firm-fixed-price, requirements-type arrangement utilizing Real-Time Settlement Point Pricing, with the contractor responsible for establishing ERCOT Sub-Qualified Scheduling Entities, managing transmission and distribution coordination, and providing detailed monthly invoicing compliant with Public Utility Commission of Texas requirements. Award decisions will be based on past performance (weighted as most important), technical capability and risk assessment, small business participation, and price, evaluated on a best-value basis. Critical deadlines include November 14, 2025 for submission of written questions, November 28, 2025 at 3:00 PM for non-price proposal elements, and February 24, 2026 at 10:00 AM for pricing submissions on the Pricing Sheet.

The solicitation is unrestricted; however, Amendment 0003 designates it as a set-aside for Economically Disadvantaged Women-Owned Small Businesses (EDWOSB). No current contractor or incumbent is identified in the solicitation documents. The estimated contract value is approximately $61.8 million, based on an estimated energy price of $0.0850 per kilowatt-hour plus offeror-submitted unit prices. The procurement covers a 48-month delivery period beginning with the meter read date in January 2027 through January 2031, with a total estimated quantity of 727,222,780 kilowatt-hours distributed across 30 accounts: approximately 182.9 million kWh at Goodfellow AFB, 142.2 million kWh at Laughlin AFB, and 402.1 million kWh at Sheppard AFB. The contract includes a holdover CLIN allowing up to 90 days of continued service after primary contract expiration for transition purposes. All performance will take place in Texas, specifically at the three Air Force installations within the ERCOT market area.
