About this opportunity

The U.S. Coast Guard Aviation Logistics Center seeks test, tear down, and evaluation of four Mobile Dehumidification Carts (Model MDU-750, NSN 01-HS2-9648), with quotations due July 21, 2026. This is a sole-source procurement restricted to Logis-Tech, LLC (CAGE Code 0BJV1), the original equipment manufacturer, under FAR 6.302-1(b)(2).

Place of performance is Elizabeth City, North Carolina (CGAS Elizabeth City, Building #55, 1664 Weeksville Road). The contractor must troubleshoot all four units (serial numbers MDU0187, MDU0189, MDU0151, MDU0188) and return a minimum of two to fully operational status meeting OEM specifications; parts from the two worst-condition units may be cannibalized to repair the two best units. Work includes six primary tasks: troubleshooting using OEM checklists, proposed repair actions with detailed cost estimates, approved repair execution, operation and functional testing, formal inspection reporting, and government acceptance. All repairs must comply with federal, state, and local electrical and HVAC regulations. The contractor receives hangar space and power access but must inventory all tools and equipment daily with CGAS Quality Assurance personnel due to active search and rescue operations.

Delivery is required within sixty days after receipt of order, FOB Destination. All parts require clear, auditable traceability to the OEM from distributor through current location. The quotation must be firm-fixed price as a single lump sum, with lead time and any additional charges disclosed. Service Contract Act prevailing wage rates apply to North Carolina counties Chowan, Pasquotank, and Perquimans, with rates ranging from $10.65 to $56.10 per hour depending on classification. The NAICS code is 811310 (small business size standard $12.5 million annual receipts); the PSC code is J017. Contact: Denise.J.Bulone@uscg.mil or Mr. Jeffery C. Reams, Item Manager, (571) 610-0437.
