About this file
This is a Statement of Work (SOW) for the U.S. Coast Guard (USCG) to evaluate and repair Mobile Dehumidification Units (MDU), Model 750 at CGAS Elizabeth City. Four 750 CFM MDU carts have been returned from Clearwater and Kodiak air stations as excess stock. The contractor must evaluate all four units through troubleshooting and determine repair actions necessary to return a minimum of two carts to fully operational status meeting Original Equipment Manufacturer (OEM) specifications. Parts from the two worst-condition units may be cannibalized to repair the two best units. The evaluation visit must be conducted at CGAS Elizabeth City's facility (1664 Weeksville Road, Elizabeth City, NC 27909; Building #55), where the contractor will receive hangar space and power access. The contractor must inventory all tools, equipment, and troubleshooting parts daily with CGAS Quality Assurance personnel upon facility entry and departure due to active Search and Rescue operations at the location.
The SOW consists of six primary tasks: (1) Troubleshooting and Evaluation using approved OEM systems checklists and specifications manuals; (2) Proposed Repair Actions documenting detailed discrepancy descriptions, damage limits, labor hours, material costs, and total dollar amounts for KO review and authorization prior to repair commencement; (3) Approved Repair Actions executed only through signed, funded contract modifications; (4) Operation and Functional Testing confirming OEM compliance and correcting any deficiencies; (5) Test or Inspection Reporting providing formal documentation of inspections, testing procedures, and repairs; and (6) Government Acceptance by CGAS QA personnel. Repairs must comply with federal, state, and local laws applicable to electrical and HVAC systems. No Above and Beyond discrepancies outside SOW scope should be identified. The contractor is reimbursed only for approved completed actions upon satisfactory Government acceptance. Primary POC is Mr. Jeffery C. Reams, Item Manager, (571) 610-0437, jeffrey.c.reams2@uscg.mil.

STATEMENT OF WORK (SOW)
FOR
TEST, TEAR DOWN, AND EVALUATION
CG MOBILE DEHUMIDIFICATION UNITS; MODEL 750
1 of 5 1 July 2026
1.0 BACKGROUND
The U.S. Coast Guard (USCG or simply CG) operates Mobile Dehumidification Unit (MDU) Carts at our CG Air Stations (CGAS) for aircraft dehumidification. CGAS employees perform maintenance and periodic inspections to include daily, weekly, monthly, semi-annual, and annual inspections.
Four (4) 750 CFM MDU carts have been returned from two different CGAS locations (Clearwater and Kodiak) as excess stock, for CGAS Elizabeth City continued use. The MDU carts need an evaluation to ensure that any can be returned to good working order. The goal is to make two (2) working carts from the four (4) carts.
In accordance with (IAW) the Aviation Ground Support Equipment (AGSE) Process Guide (PG) 150, the ALC, Engineering Services Division (ESD), AGSE section and the Policy & Logistics Branch (PLB), have the responsibility to maintain the fleet of MDU(s) for continued service and have repair responsibilities for costs over $10k per unit to meet equipment life expectancies.
A Purchase Request (PR) will be initiated to perform the required evaluation for repairs, to return two (2) of the four (4) carts to a fully operational condition.
1.1 Scope
Evaluate four (4) MDU-750CFM carts through troubleshooting for projected repairs to return a minimum of two (2) carts to fully operational status to meet Original Equipment Manufacturer (OEM) operating requirements. All repairs must be completed to OEM specifications and use OEM or equivalent parts.
The scope shall require the OEM to visit CGAS Elizabeth City facility to troubleshoot and evaluate (T&E) the MDU carts, to propose an effective repair action to return the MDU(s) to full operational condition. Parts from the worst two (2) units can be cannibalized to repair the best two (2) carts. The scope may further include the repair action(s) at the decision of the Contracting Officer (KO). Only through a contract modification granting approval by the KO, can the OEM commence repair work on the accepted T&E discrepancies to return the MDU(s) to a fully serviceable condition.
The OEM shall furnish all inspection materials, facilities, parts, equipment, tools, and services necessary to fulfill the requirements of this Purchase Order (PO). The completion of MDU repairs are desired to be performed at CGAS Elizabeth City’s facility. The Government may approve the OEM’s repair facility, normally used by the OEM, to perform the repairs that ALC cannot support due to facilities or other restrictive issues, but the OEM shall retain complete responsibility for all said approved repair work.
1.2 Objective
CG ALC ESD is supplementing CGAS organic maintenance inspections and repair capabilities with OEM support to return two (2) of the four (4) MDU(s) to a fully operational and serviceable condition to ensure the continued use of the end item’s life expectancy is obtained.
