About this opportunity

The U.S. Army Contracting Command-New Jersey, on behalf of the Joint Program Executive Office Armaments and Ammunition and the Office of the Project Manager Close Combat Systems at Picatinny Arsenal, is conducting market research to identify potential contractors for an autonomous Terrain Shaping (TS) capability development program. The procurement supports a bilateral Project Agreement between the United States and the United Kingdom to develop an advanced materiel solution capable of autonomous emplacement, safe passage, autonomous delivery and recovery, advanced networked kinetic effects, obstacle planning, and non-kinetic field effects. The government will host an Industry Day on February 26-27, 2026, at the Courtyard Marriott in Mt. Arlington, New Jersey, featuring unclassified briefings on acquisition strategy and pre-scheduled one-on-one sessions with industry participants. Registration deadlines are January 23, 2026, for foreign companies and February 6, 2026, for domestic companies, with submissions requiring an RSVP form and a maximum two-page summary statement describing company capabilities relevant to the TS requirements. A Department of Defense Ordnance Technology Consortium (DOTC) Request for White Papers is anticipated for release on or about March 2026, with prototyping to be executed through Other Transaction Agreements (OTA).

This procurement carries no set-aside designation and involves no identified incumbent contractors. The program is structured in two phases, with Phase 1 (Months 1-12) focusing on vendor-led prototyping and demonstration through DOTC Initiative awards, and Phase 2 (Months 13-24) involving down-selection and delivery of systems to Transformation in Contact units for soldier feedback and testing. Specific budget values or award amounts are not disclosed in this pre-solicitation notice. Participation requires membership in the National Armaments Consortium (NAC), and all costs associated with Industry Day attendance are the responsibility of interested companies. This Sources Sought Notification is for informational and market research purposes only and does not constitute a solicitation or commitment by the government to award a contract.
