About this file
This Sources Sought Notification (SSN) outlines a U.S. Army and United Kingdom bilateral project to develop an advanced Terrain Shaping (TS) autonomous materiel solution for military operations. The government seeks a system with capabilities including autonomous emplacement, safe passage, autonomous delivery and recovery, advanced networked kinetic effects, obstacle planning, and non-kinetic field effects. The project timeline spans two phases: a 12-month vendor-led prototyping and demonstration phase using Department of Defense Ordnance Technology Consortium (DOTC) Initiative awards, followed by a 12-month down-selection and testing phase with Transformation in Contact (TiC) units.
An Industry Day is scheduled for 25-26 February 2026 at Picatinny Arsenal, with the first day featuring unclassified briefings and the second day reserved for pre-scheduled one-on-one meetings. Companies must register by 1600 EST on 23 January 2026 (foreign companies) or 6 February 2026 (domestic companies), submitting an RSVP form and a two-page summary of their capabilities. The government plans to release a DOTC Request for White Papers on 6 March 2026 and anticipates executing prototyping using Other Transaction Agreements (OTA) through the National Armaments Consortium (NAC).

PURPOSE
Modern U.S and UK military operations require advanced TS capabilities to enhance battlefield effectiveness while minimizing risks to Soldiers. Current methods expose personnel to significant danger and lack the ability to adapt to dynamic operational environments. The government seeks an autonomous materiel solution that integrates advanced technologies to deliver, deploy, and manage obstacles while ensuring Soldier safety and operational superiority.
The purpose of this effort is to identify, develop, integrate, and demonstrate a minimum viable autonomous TS capability within one year. The system should possess the following high level desired characteristics: autonomous emplacement; safe passage; autonomous delivery and recovery; advanced networked kinetic effects; obstacle planning; and non-kinetic field effects.
TIMELINE
Phase 1 (Months 1-12): Vendor-led prototyping and demonstration from DOD Ordnance Technology Consortium (DOTC) Initiative award(s).
Phase 2 (Months 13-24): Down-selection of Phase 1 DOTC Initiative expected for system delivery to follow by delivery to Transformation in Contact (TiC) units for soldier feedback and risk-based testing for certification, qualification, and acceptance.
REQUIRED CAPABILITIES
On 17 October 2025, the TS program received market survey data for Request for Information (RFI) Sources Sought Notice W15QKN-25-X-1A17. The Government team is now preparing to host an Industry Day to communicate the Government’s acquisition strategy and discuss the needs of the user community relative to TS. The event will have a strong networking focus and aims to find expert support and technical assistance. The Government anticipates soliciting and executing the prototyping of TS utilizing DOTC Other Transaction Agreements (OTA). The Government plans to release a DOTC Request for White Papers on or about 6 March 26. Please refer to the National Armaments Consortium (NAC) regarding membership requirements to be able to respond to the DOTC Request for White Papers.
Each company in attendance will have an opportunity to discuss their capabilities and desire to assist in the TS program; specifically, how the subject company can assist in meeting or exceeding the required capabilities. Each company in attendance should be willing to discuss their company capabilities regarding the requirements in the general forum. Companies will have the opportunity to meet in a one-on-one forum to discuss potential collaboration in meeting the TS requirements.
INDUSTRY DAY EVENT
The office of PM-CCS is hosting an Industry Day in person on 25-26 February 2026 for the TS program to be held at or near Picatinny Arsenal. The second day will be reserved for pre-scheduled one-on-ones with industry. The Industry Day shall not be used to elicit trade secrets. Companies should be prepared to engage in open technical exchanges about the TS requirements with the Government. No competition-sensitive or vendor proprietary information/data will be released, though questions of a general nature the Government overlooked in its Industry Day presentation may be shared with all industry participants. All company information will be treated confidentially.
