About this file

This is a Sources Sought Notification for market research purposes regarding the Terrain Shaping (TS) capability development program. The U.S. Army Contracting Command-New Jersey, on behalf of the Joint Program Executive Office Armaments and Ammunition and the Office of the Project Manager Close Combat Systems at Picatinny Arsenal, is seeking to identify potential contractors interested in supporting a bilateral project agreement with the United Kingdom to develop autonomous terrain shaping capabilities. The program seeks an autonomous materiel solution with high-level desired characteristics including autonomous emplacement, safe passage, autonomous delivery, advanced networked kinetic effects, obstacle planning, and non-kinetic field effects. The effort is structured in two phases: Phase 1 (Months 1-12) involves vendor-led prototyping and demonstration through Department of Defense Ordnance Technology Consortium (DOTC) Initiative awards, and Phase 2 (Months 13-24) includes down-selection of Phase 1 winners for system delivery and testing with Transformation in Contact units for soldier feedback and risk-based testing for certification, qualification, and acceptance.

An Industry Day is scheduled for February 26-27, 2026, at the Courtyard Marriott in Mt. Arlington, New Jersey, with the first day featuring unclassified briefings on acquisition strategy and program updates, and the second day reserved for pre-scheduled one-on-one sessions with government representatives. Registration is required through submission of an RSVP form and a maximum 2-page summary statement describing company capabilities relevant to TS requirements. Domestic companies must register by February 6, 2026, at 4:00 PM EST, while foreign companies must register by January 23, 2026, at 4:00 PM EST. The Government plans to release a DOTC Request for White Papers on or about March 2026 and will utilize Other Transaction Agreements for prototyping. Companies interested in reviewing the draft Statement of Objectives should submit email requests to the Contracting Officer. Registration points of contact are CPT Jordan M. Dawsey, Ms. Geraldine Reilly, and Ms. Kerin Nussbaum. The hotel offers a corporate rate of $135 plus tax using promo code B3397.

PURPOSE

Modern U.S and UK military operations require advanced TS capabilities to enhance battlefield effectiveness while minimizing risks to Soldiers. Current methods expose personnel to significant danger and lack the ability to adapt to dynamic operational environments. The government seeks an autonomous materiel solution that integrates advanced technologies to deliver, deploy, and manage obstacles while ensuring Soldier safety and operational superiority.

The purpose of this effort is to identify, develop, integrate, and demonstrate a minimum viable autonomous TS capability within one year. The system should possess the following high level desired characteristics: autonomous emplacement; safe passage; autonomous delivery; advanced networked kinetic effects; obstacle planning; and non-kinetic field effects.

TIMELINE

Phase 1 (Months 1-12): Vendor-led prototyping and demonstration from DOD Ordnance Technology Consortium (DOTC) Initiative award(s).

Phase 2 (Months 13-24): Down-selection of Phase 1 DOTC Initiative expected for system delivery to follow by delivery to Transformation in Contact (TiC) units for soldier feedback and risk-based testing for certification, qualification, and acceptance.

REQUIRED CAPABILITIES

On 17 October 2025, the TS program received market survey data for Request for Information (RFI) Sources Sought Notice W15QKN-25-X-1A17. The Government team is now preparing to host an Industry Day to communicate the Government’s acquisition strategy and discuss the needs of the user community relative to TS. The event will have a strong networking focus and aims to find expert support and technical assistance. The Government anticipates soliciting and executing the prototyping of TS utilizing DOTC Other Transaction Agreements (OTA). The Government plans to release a DOTC Request for White Papers on or about March 2026. Please refer to the National Armaments Consortium (NAC) regarding membership requirements to be able to respond to the DOTC Request for White Papers.

Each company in attendance will have an opportunity to discuss their capabilities and desire to assist in the TS program; specifically, how the subject company can assist in meeting or exceeding the required capabilities. Each company in attendance should be willing to discuss their company capabilities regarding the requirements in the general forum. Companies will have the opportunity to meet in a one-on-one forum to discuss potential collaboration in meeting the TS requirements.
