About this opportunity
The National Oceanic and Atmospheric Administration seeks termite treatment and yearly maintenance services at the Florida Keys National Marine Sanctuary Eco Discovery Center in Key West, Florida, with proposals due August 14, 2026. The procurement is a total small business set-aside (NAICS 561710, $17.5 million size standard), restricting competition to firms meeting SBA size thresholds.
Place of performance is the FKNMS Eco Discovery Center, 35 East Quay Road, Key West, Florida. A mandatory site visit is scheduled August 10, 2026, from 10:00 a.m. to 4:00 p.m. local time; vendors must contact Jacqueline Laverdure at 305-767-3161 or jacqueline.laverdure@noaa.gov to schedule appointments.
The contract period runs from September 1, 2026, through August 31, 2027, with four optional one-year renewal periods extending through August 31, 2031. Work covers comprehensive subterranean and drywood termite treatment for a 16,500-square-foot facility with elevated ceilings to 25 feet, performed Mondays and/or Tuesdays while the visitor center is closed, 9:00 a.m. to 4:00 p.m. Eastern Time. Services include localized spot treatments for drywood termites, trenching and exterior perimeter treatment for subterranean termites, sub-slab injection, or in-ground baiting systems. All chemicals must be EPA-registered and suitable for a public-facing location. The contractor must notify the Technical Point of Contact at least five business days before chemical application to allow building closure and off-gassing.
The contractor must be licensed to treat subterranean and drywood termites, provide industry-standard retreatment warranty, possess a valid UEI/CAGE code, and register in SAM. The contract requires compliance with a $15.00 minimum hourly wage under Executive Order 14026, adjusted annually. Awards are based on lowest-priced, technically acceptable offers using firm-fixed-price terms with Net 30 payment. Evaluation criteria include technical approach and capability, past performance (three required references from contracts performed within the past three years), and price. Contractors cover all travel-related expenses and are liable for any government property damage.
