About this opportunity

The General Services Administration, Office of Fleet Management, intends to solicit telematics installation support services at federal and private facilities across Japan, with a sources-sought response deadline of June 17, 2026. This is market research to inform whether the requirement will be set aside for small business or procured full and open competition; no set-aside is currently designated.

Place of performance spans six geographic regions across Japan: Okinawa (Region 1, multiple federal agencies including USN, USAF, USMC, USA, DHA, DLA, GSA); Kyushu (Region 2, USN at Sasebo); Honshu South (Region 3, USMC, USA, DLA); Honshu Central (Region 4, USN at Yokosuka and Atsugi, USAF Yokota, USA at Camp Zama and Sagami, DLA, GSA); Honshu North (Region 5, Misawa); and Hokkaido (Region 6, to be determined).

Scope is limited to installation only—device procurement and telematics service provision are excluded. Contractors must install government-provided devices on sedans, light, medium, and heavy-duty trucks, buses, and specialty vehicles. Installation occurs onsite at designated locations or pre-delivery at supplier facilities. Contractors bear all travel costs, incorporated into firm fixed price quotations with no government reimbursement. Critical operating constraints require management of device security and inventory using first-in-first-out practices, serial number tracking, compliance with Original Equipment Manufacturer warranties and guidance, preservation of On-Board Diagnostics port accessibility, and billing aligned to actual installations. Real ID Act compliance is required for facility access.

NAICS code 811198 applies. Submissions of up to 10 pages, single-spaced in Calibri, Arial, or Times New Roman 12-point font, must include company coversheet with SAM UEI, qualification statement with telematics installation expertise and certifications, and capability statement with organizational and staff documentation. Submit to charlene.cardenas@gsa.gov with subject "Response to Sources Sought, Telematics Installations OCONUS" by June 17, 2026, 5:00 P.M. Eastern Time.
