About this file

This is a Sources Sought Synopsis issued by the U.S. General Services Administration (GSA), Office of Fleet Management, dated June 2, 2026, conducting market research for telematics installation support in Japan.

GSA seeks qualified contractors to provide onsite telematics device installation services at government and private facilities throughout Japan, covering a diverse vehicle inventory including sedans, light, medium, and heavy-duty trucks, buses, and specialty vehicles. The scope is limited to installation services only and does not include device procurement or telematics service provision. Contractors must provide nationwide coverage across Japan and bear all associated travel costs, which must be incorporated into a firm fixed price. Installation may also occur pre-delivery at supplier-designated locations. Key operating constraints require contractors to manage device security and storage, maintain first-in-first-out inventory practices, track serial numbers, comply with Original Equipment Manufacturer (OEM) guidance and warranties, ensure the On-Board Diagnostics (OBD) port remains accessible, and align billing with actual device installations. The applicable NAICS code is 811198 (All Other Automotive Repair and Maintenance). This synopsis is not a solicitation; submission is voluntary with no government financial responsibility. Based on responses, GSA may set aside the requirement for small businesses or conduct full and open competition with a single award. The government will not provide individual feedback on submissions but may invite qualified respondents to future one-on-one discussions.

Interested parties must submit responses by June 17, 2026, at 5:00 P.M. Eastern Time to charlene.cardenas@gsa.gov with subject line "Response to Sources Sought, Telematics Installations OCONUS". Responses are limited to 10 pages (Calibri, Arial, or Times New Roman, 12-point font, 1.5 line spacing) and must include a coversheet with business information, System of Award Management (SAM) UEI, a qualification statement demonstrating telematics installation expertise and relevant certifications, and a tailored capability statement with supporting documentation of organizational and staff capability. If significant subcontracting is planned, respondents must address the administrative and management structure of such arrangements.
