About this file
This is a Sources Sought Synopsis issued by the General Services Administration (GSA), Office of Fleet Management, dated June 2, 2026, for market research purposes regarding telematics installation support services.
GSA seeks to identify qualified contractors to provide telematics device installation services across military installations and private facilities throughout Japan. The requirement involves installing government-provided telematics devices on a diverse vehicle inventory including sedans, light, medium, and heavy-duty trucks, buses, and specialty vehicles. The contractor must provide onsite installation at government and private facilities, with installation personnel traveling to required locations, or alternatively complete pre-delivery installations at supplier-designated sites throughout Japan. Critically, contractors are responsible for all travel costs, which must be included in a firm fixed price quotation; GSA will not reimburse travel expenses. The applicable NAICS code is 811198 (All Other Automotive Repair and Maintenance). The scope is limited solely to device installation and excludes device procurement or provision of telematics services. Key operating constraints require contractors to manage device security and inventory using first-in-first-out practices, maintain serial number records, ensure installations comply with Original Equipment Manufacturer (OEM) warranties and guidance, prevent interference with On-Board Diagnostics (OBD) ports, and align billing with actual device installations. Contractors must comply with Real ID Act requirements for facility access.
Responses are due by June 17, 2026, at 5:00 P.M. Eastern Time and must be emailed to charlene.cardenas@gsa.gov with the subject line "Response to Sources Sought, Telematics Installations OCONUS." Submissions are limited to ten pages (Calibri, Arial, or Times New Roman, 12-point font, 1.5 line spacing) and must include a coversheet with company information and System of Award Management UEI, a qualification statement demonstrating telematics installation expertise and applicable certifications, and a tailored capability statement with supporting documentation of organizational and staff capability. This market research will inform whether the requirement is set aside for small businesses or procured through full and open competition, with a single award anticipated. GSA reserves the right to invite selected respondents to one-on-one meetings and will not provide individual feedback or evaluation responses to submissions.
