About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is preparing to procure preventive maintenance and repair services for Teleflex Balloon Pumps, without a set-aside, with responses due November 9, 2026. Work is performed at the VA San Francisco Medical Center, Building 6, Biomedical Engineering department, where the agency states its in-house Biomedical Engineering Support Specialists lack the training and tools to service the devices to OEM standards and current repairs run through one-time purchase card transactions. The notice cites NAICS 811210 and PSC J065.

The scope covers Teleflex Medical AC3 Optimus balloon pump equipment, with preventive maintenance performed to manufacturer specifications and NFPA-99, UL, VA, and CDRH standards, and cites The Joint Commission standard EC 02.04.03. The contractor must furnish all OEM parts, service manuals, tools, and diagnostic software, provide a loaner unit at no charge during service, and provide one free rental up to 5 days per contract year per device. Field Service Engineers must have a minimum of two years of experience and completed formalized training. Service levels require 94% equipment operational uptime during normal operating hours (Monday through Friday, 8:00 AM to 5:00 PM, excluding federal holidays), a phone response within 4 hours of notification during normal hours, and on-site response within 2 business days. Hardware and software updates carry no additional charge unless detrimental to uptime, and work outside normal hours requested by the Contracting Officer's Technical Representative bills at contract rates.

Contractors must maintain Worker Compensation Insurance of at least $500,000 per occurrence for Bodily Injury Liability and $500,000 for Property Damage Liability. Engineering Service Reports itemize work, parts, labor, and travel for each service call. Invoices are paid quarterly in arrears and must cite the contract number, purchase order number, equipment serial numbers, and covered service period. Personnel must wear visible identification and comply with VA parking, smoking, and weapons regulations.

Notice text

Teleflex Balloon Pumps are advanced medical devices essential to the daily operations of our Cath Lab. At this time, our in-house Biomedical Engineering Support Specialists (BESS) do not have thespecialized training or necessary tools to perform repairs and preventive maintenance in alignment with the Original Equipment Manufacturer (OEM) standards. Given the critical nature of thesedevices, they require adhering to OEM specifications for preventive maintenance as is mandated by The Joint Commission standard EC 02.04.03.   Currently, when repairs or maintenance are needed, the equipment is serviced through one time purchase card transactions. This process results in significant costs and increased downtime, impactingboth efficiency and patient care. Establishing this contract would provide onsite service and support, ultimately reducing both expenses and equipment downtime.
