About this opportunity

The U.S. Embassy in Tegucigalpa, Honduras is seeking a contractor to develop a comprehensive messaging campaign targeting areas with high illegal immigration rates to discourage migration to the United States. This procurement falls under the Department of State and requires the successful bidder to identify returned migrants, propose target areas, and create creative content that must receive full Embassy approval. The contractor will be responsible for developing a messaging strategy that utilizes existing survey data and follows messaging points from the PDS team, with the target audience encompassing all ages but specifically focusing on high-migration municipalities in Honduras. The government may award this firm-fixed-price contract based on initial offers without discussions, indicating a streamlined evaluation process. The original proposal deadline of September 16, 2025 was extended through Amendment 0001 to September 19, 2025 at 10:00 a.m. local time.

This solicitation does not include any set-aside designations and represents a new requirement with no incumbent contractor currently performing these services. The Questions and Answers document indicates this is an entirely new initiative for the Embassy. While specific contract values or budget ranges are not disclosed in the available documentation, the scope suggests potential partnerships with local government agencies, NGOs, or community groups, all subject to final Embassy approval. The campaign will be implemented in Honduras, with performance concentrated in municipalities identified as having high migration rates to the United States. The timeline for service delivery and campaign duration are not specified in the summary materials, though the contractor will need to work within the Embassy's approval processes for all creative content and strategic messaging components.
