About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 4 (VISN 4), has issued an Intent to Sole Source Special Notice for the acquisition of one TEEClean Automated TEE Probe Cleaner Disinfector system and associated components. This presolicitation notice, issued on March 13, 2026, indicates the Government's intention to negotiate directly with CS Medical, LLC, the sole identified source capable of meeting the technical and functional requirements for this specialized medical equipment. The contract is being pursued under FAR Part 6.302-1 authority (Only One Responsible Source), with contract number 36C24426Q0388 and a firm-fixed price structure. The place of performance is Pittsburgh VAMC, located at 1010 Delafield Road, Pittsburgh, Pennsylvania. Interested parties may contact Contracting Officer Gabriella Byrne at gabriella.byrne@va.gov or 412-216-6678 for additional information.

The procurement objective is to acquire an automated system specifically designed for the high-level disinfection and reprocessing of trans-esophageal echocardiography (TEE) probes in compliance with manufacturer instructions, VHA directives, and AAMI standards. All responses demonstrating clear and convincing evidence that competition would be advantageous to the Government must be submitted by March 27, 2026, at 12:00 p.m. Eastern Time. The acquisition includes the primary cleaning system (CS-TCD100S) along with supporting equipment such as a neutralization station, electrical leak tester, mounting bracket, spill kit, and web-based training with five user licenses. The Government determined that no alternative system provides equivalent automated pre-cleaning functionality specifically engineered for TEE probes, and formal market research was not conducted due to the technical complexity and operational risks associated with evaluating alternatives. While this is a sole source procurement, interested contractors may submit evidence challenging the sole source determination during the comment period.
