About this opportunity
The Transportation Security Administration (TSA), under the Department of Homeland Security, is seeking information regarding robust and scalable IT support services through a Pre-Solicitation Notice for the Technology for Applications, Logistics, Operations, and Networks (TALON) program. The procurement will focus on engineering and technical services to support TSA's IT infrastructure modernization, including system design and architecture, security engineering, modernization and migration, system upgrades, implementation support, communication systems integration, research and innovation, capability development, and artificial intelligence/machine learning services. Key objectives include digital transformation, enhancement of Microsoft 365 and mobile device management capabilities, cybersecurity improvements, data operations modernization, operational technology integration, connectivity advancement, and workforce mobility enablement. While formal evaluation criteria have not yet been published in this pre-solicitation notice, the government anticipates issuing a Multiple Award Blanket Purchase Agreement (BPA) under the GSA Federal Supply Schedule. The deadline for respondents to provide information for government planning purposes is November 11, 2025, though this is not a formal proposal deadline, and the government reserves the right to use any non-proprietary technical information received in future solicitations.
This opportunity carries no set-aside designations and does not identify any current contractors or incumbents. The anticipated contract vehicle is a Multiple Award BPA under GSA Federal Supply Schedule Information Technology category, with a 10-year performance period designed to provide scalable support across enterprise IT domains including servers, applications, networks, cloud platforms, telecommunications, and security architecture. No specific budget range or award value has been disclosed in this pre-solicitation notice. The scope explicitly excludes ongoing operations and maintenance, focusing instead on planning, designing, integrating, testing, and implementing TSA IT requirements. Due to recent federal appropriations delays, TSA has indicated that updated milestone dates will be provided following proper approvals, and respondents should be aware that this notice does not guarantee a future solicitation or commitment to award a contract.
