About this opportunity
The Transportation Security Administration (TSA) is seeking industry information regarding robust and scalable IT support services through a Pre-Solicitation Notice for the Technology for Applications, Logistics, Operations and Networks (TALON) program. This notice is not a formal solicitation and does not guarantee a future contract award; rather, it is designed to gather market intelligence and provide the attached Statement of Objectives to potential contractors. Key service areas include system design and architecture, security engineering, modernization and migration, system upgrades, implementation support, communications systems integration, research and innovation, and artificial intelligence/machine learning capabilities. The TSA's strategic objectives focus on modernizing IT operations, enhancing service delivery, strengthening cybersecurity capabilities, and enabling technology-driven decision-making across the enterprise. Respondents must submit their responses by November 11, 2025, and should not include proprietary, classified, confidential, or sensitive information unless appropriately marked. The government reserves the right to use any non-proprietary technical information received in response to this notice in any resultant solicitation and will not compensate respondents for their efforts or return any submitted data.
This pre-solicitation notice carries no set-aside designation and does not identify any incumbent contractors. The TSA anticipates issuing a Multiple Award Blanket Purchase Agreement (BPA) under the GSA Federal Supply Schedule Information Technology category, which will provide a 10-year vehicle for acquiring engineering and technical services. While specific budget or award values are not disclosed in this pre-solicitation notice, the scope encompasses enterprise IT domains including servers, applications, networks, cloud platforms, telecommunications, and data analytics infrastructure. The BPA will support TSA's five strategic IT mission goals and will utilize task orders to issue specific work assignments focused on technical assistance, system optimization, and capability development, while explicitly excluding direct operation and maintenance of IT domains. Recent federal appropriations delays have necessitated updates to anticipated milestone dates, which the TSA will provide after obtaining proper approvals.
