About this opportunity

The Department of the Navy Strategic Systems Programs (SSP) is seeking qualified firms to provide technical systems engineering, analysis, and program support services for the TRIDENT II Submarine Ballistic Missile (SLBM) Program. The contract will involve comprehensive technical support across multiple strategic nuclear deterrence initiatives, including work on the W93/Mk7 program, Nuclear Delivery Systems, Future Strategic Sea-Based Warhead, and Navy Nuclear Deterrence Mission oversight. Potential contractors must demonstrate expertise in Ohio Class Submarine Nuclear Deterrence programs and possess Top Secret/SCI clearances. Respondents are required to submit white paper capability statements by March 12, 2025, at 4:00 PM EST, with submissions limited to 10 pages. The evaluation will emphasize recent and relevant past performance, specifically looking for similar work with annual costs of at least $7.5M within the past 5 years.

The procurement is not currently set aside for small businesses, though the government may consider such an option. The anticipated contract will have a base year for FY2026 with options for FY2027-2028, estimated to require approximately 90 Full Time Equivalent personnel. The contract will use a combination of Cost-Plus-Fixed-Fee (CPFF) and cost-only line items, with each Level-of-Effort line item covering a 12-month period and including options to increase by up to 30%. The estimated contract award date is October 1, 2025, with work to be performed across multiple locations including Washington Navy Yard, field activities, and contractor facilities. The procurement falls under NAICS code 541330 (Engineering Services) and will support critical national security technical engineering requirements for submarine-based strategic missile systems.
