Under this contract, FHWA may issue firm fixed priced or cost reimbursement type task orders. Ceiling value of the contract is $15 Million which includes a two-year base period plus three one-year option periods.

Added: Dec 03, 2009 11:41 am This is a Pre-Solicitation notice (synopsis) for a full and open competition entitled "Technical Support for Highway Safety." The Federal Highway Administration (FHWA) intends to establish multiple, 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for highway safety technical services to support the FHWA Office of Safety. The RFP will be released and available electronically at http://www.fedbizopps.gov under Solicitation Number DTFH61-10-R-00010. Interested parties may register at the aforementioned site under the cited Solicitation Number to receive any relevant notifications. It is the responsibility of interested parties to monitor the FedBizOpps website for any amendments to the RFP package. FHWA estimates release of a solicitation on or about December 21, 2009 with an estimated proposal due date of January 28, 2010. See RFP when released for actual proposal due date. The FHWA anticipates making 3 to 4 IDIQ awards to perform the following technical services on a task order basis.  Estimated period of performance is a base period of two years, plus three one-year option periods, for a total potential five years. FHWA anticipates seeking offerors with demonstrated understanding of each task area and an ability to provide functional capabilities for the majority of the technical task areas. FHWA anticipates that work will be performed under the planned new contracts through the issuance of competitively awarded Task Orders that may be firm fixed price (FFP) or cost-plus-fixed- fee (CPFF). Competition for each Task Order will be restricted to those holding an IDIQ contract. The IDIQ contract holders will be required to provide a series of services, as directed by individual Task Orders, within the following technical task areas: (1) Task Area A - Technical and Programmatic Support: Research, Development, and Engineering Support; Policy/Regulatory Analysis; Status Reports and Case Studies; Seminars and Focus Groups;  Analysis of Program Delivery Approaches;  Performance of Safety Evaluation. (2) Task Area B - Industry/Public Outreach and Feedback: Enhancing Outreach to Practitioners;      Market Research; Information Packaging and Dissemination Support; Preparation of Materials to Help Achieve the FHWA's Mission; Support for Symposiums, Seminars, Focus Groups; Conference Support. (3) Task Area C - Education and Training Support: Comprehensive Curricula Identification; Course Development and Delivery. This planned solicitation is a recompetition / follow-on to the following three active IDIQ contracts which currently end on July 31, 2010:  (1) DTFH61-05-D-00024 Vanasse, Hangen, Brustlin, (VHB) Inc; (2) DTFH61-05-D-00025 SAIC; and (3) DTFH61-05-D-00026 Cambridge Systematics, Inc. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME.
