G.4 PAYMENT – COST REIMBURSEMENT (CPFF Task Orders)

(e) PAYMENT OF FIXED FEE (CPFF Type Task Orders) - The actual amount of fixed fee payable under this IDIQ contract will be established through the issuance of Cost-Plus- Fixed-Fee task orders under the contract. The Contractor may request payment of fixed fee, by submission of a separate invoice, upon the successful completion of each Cost-Plus- Fixed-Fee task order, or in accordance with a payment schedule as approved in the individual Task Order. The Government will pay the fixed fee amount for each Task Order based on the Contracting Officer’s determination that all work under the Task Order has been satisfactorily completed, or in accordance with a payment schedule as approved in the individual Task Order.

SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
L.14 PROPOSAL FORMAT
Increase the page limitation on Volume I from 75 pages maximum to 150 pages maximum.
Revise text font size requirement from 12 cpi to 12 point font for text and a minimum of 8 point font for exhibits/tables/graphics.
Add the requirement that hard copy proposals shall be submitted in DOUBLE-SIDED format.
Accordingly, delete the following text (deleted text displayed in strike through format) and insert the following bolded text.
L.14 PROPOSAL FORMAT
All Offerors shall submit the following:
1. 1 original and 7 copies of the proposal Volumes I and II as described below.
2. A CD with the complete proposal in Acrobat (.pdf) format.
3. 3 Past Performance Questionnaires completed and sealed by past or current customers. Include Questionnaires with the 1 original proposal as described below.
Volume I Capabilities – 75 150 pages maximum
Part I - Staffing Proposal; and Part II – Corporate Experience Proposal No cost/price data included in Volume I
Volume II Business and Cost/Price Proposal – no page limitation

The format of the above proposal volumes shall be as follows:
1. Proposals shall be prepared on 8½ x 11 inch paper except for foldouts used for charts, tables or figures, which shall not exceed 11 x 17 inches. Foldouts shall not be used for text, and shall count as two pages.
2. A page is defined as one side of an 8 ½ by 11 inch paper. Therefore, a piece of paper with printing on both sides is considered two pages.
3. Text shall be printed using a font size no less than 12 cpi font with the exception of exhibits/tables/graphics. Text in exhibits/tables/graphics shall be no less than 8 point font.
4. Page margins shall be a minimum of 1inch top, bottom and each side.
5. No cost/price data shall be included in VOLUME I.
6. Hard copy proposals shall be submitted in DOUBLE-SIDED format. A piece of paper with printing on both sides is considered two pages with respect to the page count limitation.
L.15 PAGE LIMITATIONS
Revise the Volume I page count maximum from 75 pages to 150 pages.
L.16 VOLUME I – CAPABILITIES
PART I – Staffing Proposal
1. DELETE the following text (deleted text displayed in strike through format) and insert the following bolded text. Note to Offerors: Listed below are those paragraphs with text changes. Paragraphs with no text changes are not listed below and remain unchanged.
The Staffing Proposal shall consist of a clear description of the proposed staff’s qualifications as they relate to the key specified positions below and to the performance of this contract. Provide the names of all personnel and the positions they will occupy as related to this project. Resumes should be included for each person proposed under the contract by the labor categories listed below. Provide resumes for proposed staff in accordance with the Resume requirements below. Resumes for Graduate Students need not be included. The resumes shall clearly identify and describe the individual’s education, experience, professional publications pertinent to the Statement of Work described under Section C, and length of service with the company as it relates to the performance of this contract and the desired qualifications identified for that individual’s Labor Category.
Identify the individual’s contract relationship as prime contractor, subcontractor, and/or consultant.
RESUME REQUIREMENTS:
Submit a resume for each individual who is being proposed to occupy any of the following labor categories. Clearly identify the proposed individual’s labor category as related to the Government Labor Categories described below. Submit a minimum of TWO resumes for each of the Labor Categories described below, with the following exceptions.
o The required minimum of two resumes does not apply to the Program Manager and Principal Investigator Labor Categories. Offerors may submit one to two resumes for the Program Manager and Principal Investigator Labor Categories as applicable.
o No resumes are required for the following Labor Categories: (1) Clerical; and (2) Entry Clerk.
Submit no more than 45 resumes maximum across all Labor Categories.
Resumes shall be limited to TWO pages each with the following exceptions.
o The Program Manager(s) resume shall be limited to THREE pages.
o The Principal Investigator(s) resume shall be limited to THREE pages.
Identify clearly the names of all Key Personnel the Offeror intends to utilize in performance of Task Orders issued. Identify the positions the Key Personnel will occupy as related to the Government Labor Categories described below.
Proposed key personnel include the Offeror’s staff, consultants, or subcontractors, who are the most senior/most experienced individuals (education, experience and expertise considered), and whose names will be entered in a resulting contract in Section G under the paragraph entitled “Key Personnel.” Submit a resume of each proposed Key Personnel, not to exceed 3 pages for each person proposed. State each Key Personnel’s proposed duties, and the Task Area(s) for which he or she will likely be assigned in the event of a Task Order.

The following hourly labor rates are considered approved for use in Task Order Proposals. Actual labor rates are subject to review and approval at the Task Order level.
Note to Offerors: Section L of the RFP requires that Offerors complete and submit the below table as part of proposal Volume II. Offerors may re-create the below table in their own format for submittal with Volume II and may add rows for multiple personnel in the same labor category as necessary.
Offerors must clearly indicate whether labor rates are unloaded labor rates or loaded consultant rates, and to which company (prime versus subcontractor) the rates apply.
Note to Offerors: The Prime Offeror’s labor rates shall be presented in their unloaded form below. To the extent possible, subcontractor labor rates should also be presented in their unloaded form below. As necessary, the Offeror may provide fully loaded rates for consultants/subcontractors.

The Government’s estimated labor categories, duties, and recommended experience and education are listed below. Education and years of experience are estimated and recommended but are not required or mandatory. If an Offeror departs from the education and years of experience proposed below, the Offeror must provide adequate explanation to justify the departure from the recommended qualifications.
Labor Rate Descriptions/Recommended Qualifications:
Program Manager: The Program Manager (PM) shall be responsible for overall management of the contract, including quality assurance for all products delivered to the government and availability of resources to complete all task orders. The PM shall have experience in successfully managing at least two completed projects under federal contract, of comparable size and content as this contract. This contract is likely to involve multiple ongoing task orders and multiple subcontractors, the PM, the PM shall have a minimum of 3 years experience in managing a contract or project(s) of similar size and complexity (i.e. multiple ongoing activities and multiple parties involved), and 10 years experience in transportation related contract management, and research and development A masters degree is recommended, however, a bachelor’s degree is acceptable if both levels of experience listed above are available with a PM candidate possessing a bachelor’s degree. The PM must have demonstrated success in keeping programs involving multiple subcontractors on schedule and within budget, and in providing high quality products meeting the sponsor’s expectations.
Principal Investigator: The Principal Investigator (PI) shall be responsible for overall technical direction and supervision of task leaders on all tasks under the contract. It is recommended that the PI have a Masters degree in a field applicable to highway safety and traffic engineering, and a minimum of 5 years of progressively responsible experience in highway safety and traffic engineering-related contract management and research. A bachelor’s degree is acceptable if the PI has a minimum of 7 years of progressively responsible experience in highway safety and traffic engineering-related contract management and research. This experience shall include technical leadership of significant work on highway safety and must have the ability to effectively multitask on a daily basis across different task orders to effectively provide technical guidance with regard to the master contract requirements.
Meeting Facilitator: The facilitator shall have, as a minimum, a Bachelor’s degree plus administrative, technical or academic affiliation, and/or other experience that demonstrates a competence equal to the necessary effort of leading panel discussions.
The facilitator will be responsible for leading discussions in productive directions, resolving blocks to discussions, and minimizing digressions into unproductive directions.
Fiscal Manager: The fiscal manager shall have, as a minimum, a Bachelor’s degree plus administrative, financial or academic affiliation, and/or other experience that demonstrates a competence to manage the fiscal portion of complex projects on a scale of this contract.
Coordinators: The coordinators shall have a background in meeting planning including experience that reflect successful arrangement of related elements: meeting room accommodations with adequate space, visual aid equipment, and room setup for the most beneficial conduct of the business of the technical meeting: hotel accommodations: travel for participants: travel cost authorization and reimbursement; and other elements. A bachelor’s degree with a minimum of 3 years related experience is required for this position.
Clerical: The clerical people shall have a background in clerical and/or secretarial work through completion of a secretarial educational program plus 2 years of clerical work experience (educational requirements may be fulfilled by 2 years of additional clerical experience). These staff people will provide clerical support to the project manager, the meeting facilitator, the fiscal manager, the coordinators, the technical experts and the technical specialists.
Writer/Editors: The writer/editors shall have, as a minimum, a Bachelor’s degree plus 2 years experience in writing and editing technical material, preferably in the highway-engineering field (4 additional years of writing/editing experience may be substituted for the Bachelor’s degree.) The writer/editors must be skilled in writing and editing documents of various lengths from 1 or more than 100 pages, ensuring technical accuracy, proper grammar, consistency of style, and proper format.
Technology Transfer Specialists: The technology transfer (T2) specialist must have a master’s degree with at least 5 years experience in professional education, curriculum development, educational methods, and research implementation or knowledge management, crash data analysis, and have a thorough understanding of adult learning methods and professional education practices. A bachelor’s degree with a minimum of 8 years related experience listed above is also an acceptable level of experience... The T2 specialist may also perform other roles.
Information Management Specialist: Experience in managing implementation of information and experience in systems analysis, design, and implementation. Minimum of B.S or B.A degree with at least 3 years of experience in information system development, functional and data requirement analysis, system analysis and design, programming, program design, and documentation preparation for preparing analysis data extracted from analysis from complex systems. Applies processes for analyzing, designing, and implementing information extracted from complex or detailed data systems. Develops analytical and computational techniques and methodology for problem solutions. Performs process and data modeling in support of analysis efforts, using manual and automated tools
Data Analyst: Minimum Education: BS/BA or equivalent with five years experience in conducting complex data analysis. Functional Responsibility: Develop appropriate methodologies to collect, analyze and present data products. Design data models for implementation. Use and support database applications, and analytical tools and incorporate industry best practices to work assignments.
Design Engineer (High): Minimum of B.S. degree with 7 years experience in the areas of system design, engineering, and integration with least 5 years of hands-on experience in direct execution of major efforts in the translation of a system, subsystem, program, project, or activity concept into a preliminary and detailed design, performing risk identification, analysis, and mitigation, and then integrating the various components to produce a working prototype or model of the system. Leads systems design technical effort and performs typical tasks that include, but are not limited to, highway geometric design and roadside design/safety, design studies and analysis, research and development, specification preparation, configuration management and document control, fabrication, assembly, and simulation and modeling.
Design Engineer (Low): Minimum of B.S. degree with 4-6 years experience in the areas of system design, engineering, and integration with least3 years of hands-on experience in direct execution of major efforts in the translation of a system, subsystem, program, project, or activity concept into a preliminary and detailed design, performing risk identification, analysis, and mitigation, and then integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to, highway geometric design and roadside design/safety, design studies and analysis, research and development, specification preparation, configuration management and document control, fabrication, assembly, and simulation and modeling.
Technical Specialist: The term technical specialist includes engineer, computer specialist, Training Specialist, Video Specialist, Communications Specialist, Multimedia Designer, and Graphic Artist, etc. The technical specialists shall have as a minimum, a Bachelor’s degree in a subject area that is directly related to the subject of relevance to the technical panel and 2 years of experience. The experience shall be in the relevant technical field through work in a public or private organization, through academic affiliations, or other experience that reflects technical accomplishments in the subject area and that demonstrates a competence equal to the necessary effort of providing expert technical advice to the panels in their reviews and evaluation of proposed projects and other information.
Technical Experts: The term technical experts includes engineer, computer specialist, Training Specialist, Video Specialist, Communications Specialist, Multimedia Designer, and Graphic Artist, etc. The technical experts shall have, as a minimum, a Master’s degree in a subject area that is directly related to the subject of relevance to the technical panel and 10 years of experience. The experience shall be in the relevant technical field through work in a public or private organization, through academic affiliations, or other experience that reflects national recognition of expertise and technical accomplishments in the subject area.
Entry Clerks: The entry clerks must have, as a minimum, 2 years of experience working with computers and in particular database information entry and monitoring.
Program Analyst (High): The position includes experience in leading program analysis and designs, systems analysis and engineering, with professional management specialists and experts. The high level program analyst shall have as a minimum, a Master’s degree with 4-6 years experience in a subject area pertinent to program design and operation (to include complex data analysis) to achieve and measure managerial and programmatic goals, missions and objectives.
