About this opportunity

Naval Air Systems Command (NAVAIR) is conducting market research to identify vendors capable of supporting the Command Fleet Readiness Center Headquarters Logistics Technical Data Department through an anticipated five-year IDIQ contract, with responses to the RFI due by 2:00 PM EDT on September 28, 2026. This is a Request for Information and Sources Sought only; no formal solicitation is currently available, and submission does not commit the Government to procure.

Work encompasses comprehensive lifecycle support for technical data products associated with naval aviation weapons systems, including technical publication support under S1000D and MIL-STD specifications, logistics configuration management, technical libraries and Data Control Center operations, logistics information technology support, technical data package lifecycle support with CAD modeling expertise (AutoCAD, Inventor, NX, Solid Edge, CATIA, SolidWorks, CREO), and conversion and digitization services with 99.995 percent OCR accuracy and SGML-to-XML migration capabilities. Performance occurs approximately 55 percent at contractor facilities and 45 percent at eight Government locations: Fleet Readiness Centers in Jacksonville, San Diego, and Patuxent River; Naval Air Technical Data and Engineering Service Center (North Island, CA); Naval Air Warfare Center Weapons Division (China Lake, CA); Naval Air Warfare Center Aircraft Division (Patuxent River and Lakehurst); and Naval Air Warfare Center Training Systems Division (Orlando, FL).

Mandatory requirements include Cybersecurity Maturity Model Certification (CMMC) Level 2 Self-Assessment compliance with 110 NIST SP 800-171–derived security requirements and Top Secret security clearance. The Government anticipates Firm-Fixed-Price performance-based acquisition and seeks vendor feedback on FFP pricing strategies for unpredictable workloads, event-based costs, and emergent requirements. Vendors must maintain Top Secret cleared personnel capacity within 50 miles of specified Navy facilities. NAICS code is 541330 (Engineering Services). Responses limited to 25 pages, Microsoft Word or Adobe PDF, Times New Roman 10-point minimum. Contact: james.l.illes.civ@us.navy.mil or matthew.d.hudson8.civ@us.navy.mil.
