About this opportunity
The Department of the Army Materiel Command Contracting Command Rock Island Arsenal (ACC Rock Island) is seeking a contractor to design and install a 3 megawatt (MW) standby Natural Gas generator system for the Tooele Army Depot (TEAD). The primary objective is to enhance mission readiness by providing energy resilience and security, enabling the TEAD-N area to operate in an island mode during power loss. The generator must integrate with existing renewable energy resources and a future battery storage system, featuring advanced digital controls and comprehensive cybersecurity measures. Contractors will need to coordinate with TEAD's Environmental Management Division for air quality permits and submit detailed design drawings prior to construction. The pre-solicitation notice was posted on April 8, 2025, with responses due by April 22, 2025, though specific evaluation criteria were not explicitly detailed in the documentation.
The contract opportunity is not designated with a specific set-aside, and is categorized under NAICS code 221118 (Other Electric Power Generation) and PSC code S112 (Utilities-Electric). The project will be located at the B521 Existing Substation Building and requires 100% compliance with multiple performance standards. While no specific award value was mentioned, the project involves a complex technical installation requiring sophisticated power management and microgrid integration capabilities. The generator system must be capable of continuous duty operation, with provisions for natural gas or natural gas-diesel dual-fuel functionality and redundancy. Potential contractors should have extensive experience in utility-scale generator installations, microgrid technologies, and comprehensive digital control systems for energy infrastructure.
Notice text
Tooele Army Depot (TEAD) requires a minimum of a 3 megawatt (MW) Standby Generator(s) to ensure mission readiness. These Natural Gas generators would provide the 3 MW power with controls to automatically dispatch, in conjunction with, available renewable energy resources and a future battery to complete a Microgrid. The new standby generator will provide energy resilience and security and enable the TEAD-N area to operate in an island mode, when it encounters a loss of power from the primary electric utility feed.
Disclaimer: PSC and NAICS code designations are still under consideration. PSC and NAICS codes for this Sources Sought are not considered to be final determinations. The Government reserves the right to revise as deemed appropriate if/when this requirement is distributed for procurement.
