About this opportunity
The United States Coast Guard Aviation Logistics Center, Medium Range Recovery Procurement Division announced a notice of intent to award a sole-source call under Basic Ordering Agreement SPE4A1-22-G-0005 to Sikorsky Aircraft Corporation for a Tail Cone and Tail Rotor Pylon Kit, with quotation responses due by 8:00 A.M. EDT on 27 August 2026.
The procurement is restricted to Sikorsky (Cage Code 78286) as the Original Equipment Manufacturer under FAR 12.102(a) because the kit specifications, manufacturing drawings, technical data, and tooling are proprietary to Sikorsky and no authorized distributors exist. The 41-piece materials-only kit, consisting of MH-60R production parts equivalent to those in the MH-60T aircraft, supports the Service Life Extension Program to maintain airworthiness and extend operational life of the MH-60T fleet as existing tail section components have reached or are nearing their 19,000-hour service life limit. Market research conducted from August 2025 through June 2026 confirmed Sikorsky as the sole approved source through reviews of GSA, Federal Logistics Information System, FedMall, DHS contract vehicles, and direct OEM contact.
Although this is not a request for competitive proposals, all responsible sources may submit a quotation to Trenton.C.Twiford@uscg.mil with solicitation number 70Z03826QJ0000147 in the subject line. The Government will make a determination to compete or not solely within its discretion. Delivery is requested within thirty days after receipt of order (ARO), with early shipments encouraged at no additional cost. Inspection and acceptance will be performed at origin by DCMA. The NAICS code is 336413 (small business size standard 1,250 employees); PSC is 1560. Buy American Statute requirements apply.
