About this opportunity

The Department of Defense's Portfolio Acquisition Executive for Agile Sustainment & Ammunition issued a Special Notice on October 21, 2026, inviting industry participation in a multi-phase Tactical Wheeled Vehicle (TWV) Industry Engagement to inform the Army's acquisition strategy for the Program Objective Memorandum FY30 cycle, with registration closing October 28, 2026, at 5:00 PM EST.

The engagement aims to establish early collaboration with innovators, shift from traditional to agile contracting models, and co-develop a strategic roadmap for light and medium-duty vehicle fleets prioritizing operational flexibility, survivability, and sustainability in multi-domain conflict. Phase 1 will be held November 9–10, 2026, at Weber's Hotel & Restaurant in Ann Arbor, Michigan, and will feature government-led interactive briefings organized around Army context and problem statements, with limited five to ten-minute one-on-one sessions on Day 2 for discussion of proprietary concepts and commercial solutions.

Eligibility is restricted to authorized U.S. Department of Defense contractors with verified U.S. citizen representatives only; foreign nationals are prohibited without prior Foreign Disclosure Officer authorization. Each organization may submit up to three representatives. Security requirements mandate either an active DD Form 2345 through the Joint Certification Program or NIST SP 800-171 assessment completion for Controlled Unclassified Information handling. Registration requires company CAGE code, SAM.gov UEI, facility security clearance level, and attestations regarding Foreign Ownership, Control, or Influence. Organizations unable to attend in-person may request placement on distribution lists for Phase 2 white paper submissions and subsequent acquisition updates.

Notice text

This document outlines a multi-phase Tactical Wheeled Vehicle (TWV) Industry Engagement led by the Portfolio Acquisition Executive for Agile Sustainment & Ammunition (PAE AS&A). The purpose is to establish an early, collaborative dialogue with all innovators to inform the Army's TWV acquisition strategy for the Program Objective Memorandum (POM) FY30 cycle. The engagement aims to move away from traditional, rigid acquisition models and instead leverage new technology and agile contracting to develop survivable, cost-effective, and flexible light and medium-duty vehicle fleets suited for modern, multi-domain conflict. The process involves interactive industry days, white paper submissions, and one-on-one sessions to define requirements and create an executable acquisition roadmap.

  • Establish Early Collaboration: Build an open, ongoing dialogue between the Department of Army and all industry partners to leverage market innovations before finalizing formal requirements.
  • Modernize Acquisition Models: Shift from slow, traditional defense procurement to agile contracting methods that can rapidly adapt to emerging technological trends.
  • Inform the POM FY30 Cycle: Gather data-driven insights from industry’s capabilities to shape the Army's strategic programming and budgeting for the Fiscal Year 2030 cycle.
  • Enhance Fleet Capability: Focus development efforts on creating light and medium-duty vehicle fleets that prioritize: operational flexibility in multi-domain conflicts survivability, and long term sustainability.
  • Co-Develop a Strategic Roadmap: Use a structured process—including interactive industry days, white paper submissions, and focused one-on-one sessions to help guide and develop acquisition strategies for requirements moving forward.
