Contractors must be registered in the System for Award Management (SAM) prior to proposal submission and must provide past performance references, technical proposals, specification sheets, and company brochures to demonstrate responsibility. The government will award a purchase order to the responsible company submitting the lowest acceptable offer based on initial quotations without discussions, unless companies fall within a competitive range. The deadline for written questions is November 7, 2025 at 4:00 PM Bangkok local time, while proposals must be submitted electronically in PDF format by January 15, 2026 at 4:00 PM Bangkok local time, with late submissions not accepted.
This solicitation uses no set-aside designations and includes no identified incumbent contractors or budget range. The procurement encompasses specific quantities totaling tactical training systems with detailed technical specifications, and vendors may be of any country of origin. Delivery must be completed within 120 days after contract award to the U.S. Despatch Agent in Kent, Washington, using Door-to-Door Delivered Duty Paid (DDP) terms. Vendors should note that the government will not issue customs duty exemption certificates, though VAT exemption certificates may be issued to contractors registered under Thai Revenue Laws. Partial offers will not be accepted, and no operator or maintenance training is required as part of the contract. The Place of Performance is listed as Thailand, with the work classified under NAICS code 339920 (Sporting and Athletic Goods Manufacturing) and PSC code 6910 (Training Aids).
