About this opportunity
The 171st Air Refueling Wing (ARW) of the Army National Guard is procuring a Tactical Mesh Communications System through solicitation W50S91-25-Q-A008, seeking a portable, ruggedized system capable of providing secure internet, intranet, real-time voice, video, and data transmission in dynamic and austere environments. The system must include multiple deployment kits consisting of a Tactical Operations Center (TOC), Ancillary Network Center (ANC), four Portable Dismount Kits, and a Vehicle Deployment Kit, all featuring software-defined radios, integrated batteries, tactical headsets, GPS receivers, and various antennas meeting MIL-STD-810G durability standards. Quoters must submit SF1449 forms with cover letters, proposed equipment lists meeting salient characteristics, and comprehensive pricing including delivery and applicable fees, with all quotations remaining valid for 60 days after closing. The government will evaluate proposals using a best value approach considering technical acceptability, delivery schedule (60-day installation deadline), contractor responsibility per FAR 9.104, and total evaluated price including installation, shipping, and disposal costs. The submission deadline is September 22, 2025, at 9:00 AM EDT, with the government intending to award without discussions, encouraging contractors to submit their most favorable terms initially.
This procurement is set aside as a Total Small Business opportunity under NAICS code 334220 with a size standard of 1,250 employees, requiring delivery to the 171st Air Refueling Wing located at 300 Tanker Rd, Coraopolis, PA 15108. The contract structure will be Firm Fixed Price (FFP) with installation required within 60 calendar days of award, and all hardware components must include a minimum one-year warranty along with lifetime firmware and software updates. The system must support Mobile Ad Hoc Networking (MANET) capabilities with line-of-sight airfield operations covering a minimum 2-3 mile range for small to medium-sized airport operations, incorporating secure messaging capabilities and range-extending antennas for 802.11 WiFi data communications. While no specific award value is mentioned in the solicitation documents, the comprehensive nature of the system requirements suggests a substantial investment in tactical communications infrastructure. The solicitation has been amended twice, first to extend the deadline and second to provide responses to contractor questions, indicating active industry engagement in this opportunity.
