About this file
This document is a Questions and Answers (Q&A) file for a Tactical Mesh Communications System solicitation (W50S91-25-Q-A008). The government is seeking a communications system with requirements for radios that can transmit and receive voice (UHF/VHF) and support MANet (802.11) capabilities for video, data, ATAK, and location tracking. The system must cover line-of-sight airfield operations for a small to medium-sized airport, with a minimum 2-3 mile range. Key components include base station and handheld radios, internet connectivity modules, satellite communication options (potentially Starlink or Iridium), and various deployment kits including Tactical Operations Center (TOC), Ancillary Network Center (ANC), Portable Dismount Kits, and Vehicle Deployment Kit.
The solicitation emphasizes flexibility in specific equipment selections, with the government preferring contractors to propose expert solutions that meet the core requirements. Important system features include secure messaging capabilities (potentially through ITAK, ATAK, WinTAK), range-extending antennas for 802.11 WiFi data communications, and rugged transportation cases for various kit components. The focus is on unclassified communications and adaptable, mobile ad-hoc operations with capabilities for real-time voice, video, location tracking, and data transmission across different operational environments.

No. Question Government Response
1 Is the primary requirement for the radios to transmit and receive voice or is data throughput a consideration? Is there a minimum data throughput requirement?
Yes, the radios must transmit and receive voice (UHF, VHF) out of the box. Yes, data throughput is needed to support MANet's (802.11) for support of video, data, ATAK, and location tracking.
2 Is there a minimum range of line-of-sight connection required/desired? The minimum range would be to cover line-of-sight airfield operations of a small to medium size airport. To help narrow this down this looks like 2-3 mile minimum, not 200 mile.
3 For the internet connectivity modules - can they be a single integrated product that meets the requirements for each module in one box? Yes.
4 Starlink and Iridium are listed as examples for satellite communications – Will the Government choose the required network or is the contractor responsible to propose a solution of their choice? The Government will choose depending on which satellite network is required at the time of use. The focus is on unclassified communications.
5 Is a separate access point a hard requirement or can it be integrated with the internet connectivity module solution? A separate AP is not required.
6 Can you provide any further information on the requirements for the “Secure Messaging App” on the smartphones? Will it need to support virtual PTT, voice, or just messaging?
The ability to communicate securely but not classified, most likely via ITAK, ATAK, WinTA. The other features of voice and virtual PTT are also desired but does not have to be over the same app (e.g. ITAK, ATAK, WinTAK).
7 Are you requesting a base station radio or handheld radio? It can be both but handhelds are required for the Portable Dismount Kits.
8 What bandwidth do you require for the antennas? The needed bandwidth to support: secure internet (unlass), intranet, real-time voice, video, location, and data transmission.
Tactical Operations Center (TOC):
Mast with Radio mount? AMPS?
Do you require a rugged case for storage and transport?
Cradle point, PepLink, or integrated cellular Router/switch for max integration?
Haipe Sled?
WiFi Dongle?
GPS antenna for radio or separate GPS RCVR?
Shelter?
This requirement is not for a traditional standalone TOC. This is more for quick mobile ad-hoc operations and command picture on an austere airfield with many unknowns.
Mast with Radio mount? Not required AMPS? Not required Do you require a rugged case for storage and transport? Yes, preferred.
Cradle point, PepLink, or integrated cellular Router/switch for max integration? Options for WAN are good and the specifics unknown. Depends on location and capability at the location.
Haipe Sled? Would be a nice feature but not required.
WiFi Dongle? Not sure why this is asked.
GPS antenna for radio or separate GPS RCVR? Integrated would be good.
Shelter? No
Ancillary Network Center (ANC) (Alternate TOC):
Rugged Tablet or ToughBook?
WiFi Dongle for multiple connections?
Handheld or 4400?
Rugged Tablet or ToughBook? Tablet preffered WiFi Dongle for multiple connections? Not required Handheld or 4400? Question not understood.
Portable Dismount Kits:
ATAK? What comm application do you like?
Tactical headset, Peltor or Atlantic Sig? Which headset do you like?
Smartphone preference?
KagWerks Case? Juggernaut? Or just a pouch?
Will you want a rugged case for dismount kit storage and transportation?
ATAK? What comm application do you like? Indifferent , provide your expert opinion to meet the posted requirement.
Tactical headset, Peltor or Atlantic Sig? Which headset do you like? Indifferent , provide your expert opinion to meet the posted requirement.
Smartphone preference? Indifferent , provide your expert opinion to meet the posted requirement.
KagWerks Case? Juggernaut? Or just a pouch? Indifferent , provide your expert opinion to meet the posted requirement.
Will you want a rugged case for dismount kit storage and transportation? Yes, a ruggedized case would be nice.
Vehicle Deployment Kit:
Do you want a rudded case with cut form-foam for storage and transportation?
Rugged tablet or ToughBook with Ram Mount? Ethernet cable would infer that you want a RJ45 to USB-C adapter for interface WiFi Dongle for multiple radio connections GPS antenna for radio or separate GPS RCVR?
Vehicle adapter/mount for SC4240 or dual battery adapter?

Range Extending Antenna:
Is the directional antenna a sector panel-type antenna or are you referring to a dual band flat panel antenna?
Are you remoting the antennas away from the radio or are you placing the radio atop the tripod mast?
ODU cable length, power supply/battery
Is the directional antenna a sector panel-type antenna or are you referring to a dual band flat panel antenna? It does not matter if you can achieve high gain in the 2.4/5 GHz bands.
Are you remoting the antennas away from the radio or are you placing the radio atop the tripod mast? ODU cable length, power supply/battery?
Please provide your expert recommendation.
One High-Gain Sector antenna does not operate in both 2.4 and 5 GHz. We assume you require 1 Unit in S-Band to cover the 2 GHz range and 1 Unit in C-Band to cover the 5 GHz range. Can you confirm this?
Additionally, 5 GHz falls squarely between two C-Band product ranges. Lower C-Band is 4.4 – 5.0 GHz, and Upper C-Band is 5.1 – 5.945 GHz. Can you confirm which C-Band range you desire?
To my knowledge, for data communications, a 2.4/5 GHz High gain antennae does exist. It seems you are thinking this is for a different use than wireless data communications (802.11).
Range extending antenna can mean many different products. Is this particular request an antenna that provides an Air-to-Ground link between ground forces and an aircraft(s)? Or is this intended to provide terrestrial RF coverage for a given area? This will dictate what product is quoted. Can you confirm which of the two CONOPs you are intending to use the “Range Extending Antennae”?
This antennae is for 802.11 wifi data communications on the ground to cover line-of-sight airfield operations of a small to medium size airport.
