About this opportunity

The Naval Surface Warfare Center Carderock Division (NSWCCD), under the Department of the Navy Naval Sea Systems Command, is procuring an on-site TACLANE Operator Training Course through a sole source procurement with General Dynamics Mission Systems, Inc. The four-day training course will be conducted for up to eleven NSWCCD employees and is designed to ensure proficiency in configuring, operating, and maintaining TACLANE encryption equipment, which is critical for securing network communications and RF signature measurements of U.S. Navy ships. The procurement is being conducted as a simplified acquisition under FAR Part 13.106-1(b), which permits single source procurement when only one source is reasonably available. Responses must include pricing information, point of contact details, GSA contract number if applicable, business size classification, and payment terms. The deadline for submission is 10:00 AM ET on December 22, 2025, with inquiries directed to Tracy McDonough at tracy.l.mcdownough2.civ@us.navy.mil.

This solicitation is not designated as a set-aside and is being awarded on a sole source basis to General Dynamics Mission Systems, Inc., the Original Equipment Manufacturer of the TACLANE family of NSA-approved encryption devices. The procurement is classified as a commercial item under FAR Subpart 12.6 and falls below the Simplified Acquisition Threshold, eliminating the requirement for full and open competition. The training is scheduled for the second quarter of Fiscal Year 2026 (January through March 2026) and will take place at the NSWCCD facility in West Bethesda, Maryland (Westlake, MD 20817). General Dynamics Mission Systems, Inc. is located at 150 Rustcraft Road, Dedham, MA 02046, with Roberto Lopez identified as the point of contact. The contractor will be responsible for providing a certified TACLANE instructor, configuring training equipment, traveling to the site, shipping all materials, and supplying written course documentation.
