About this file

This document is a Sole Source Justification Memorandum for a non-competitive procurement by the Naval Surface Warfare Center Carderock Division (NSWCCD). The procurement is for an on-site four-day TACLANE Operator Training Course for eleven NSWCCD employees, to be conducted in the second quarter of Fiscal Year 2026 at their West Bethesda, MD location. The training will ensure employees are proficient in configuring, operating, and maintaining TACLANE encryption equipment.

The sole source justification is based on General Dynamics Mission Systems, Inc. being the Original Equipment Manufacturer (OEM) of the TACLANE family of NSA-approved encryption devices, which are exclusively used by the US Navy to protect critical Department of War information and secure network IT systems. The training can only be provided by the OEM to avoid potential issues with equipment utilization. The procurement is under the Simplified Acquisition Threshold and does not require full and open competition, with the manufacturer located at 150 Rustcraft Road, Dedham, MA 02046, and the point of contact being Roberto Lopez.

NSWCCD SAP Non-Competitive Procurement Justification Memo Effective April 2025

MEMORANDUM FOR FILE

FROM:

CODE: 742

TO: Code 02

DATE: 11/07/2025

SUBJECT: Sole Source Justification for Use of Other than Full & Open Competition for an Acquisition under the Simplified Acquisition Threshold (SAT)

I. BACKGROUND

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

2. FAR 8.405-6 allows for limiting sources for orders or BPAs under Federal Supply Schedules under certain circumstances or for items peculiar to one manufacturer

3. As required by FAR 13.106-3(b)(3)(i), FAR 8.405-6(a)(1), or FAR 8.405-6(b)(2), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
