About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground has issued a Request for Information (RFI) for T-ICAM Software Licensing to conduct market research for commercial software solutions supporting the Unified Network Operations (UNO) Tactical Identity, Credential and Access Management services. The Army seeks vendors with Technology Readiness Level (TRL) 7 commercial software solutions that provide distributed and deployable authentication and authorization services for Army Tactical and Warfighter Applications, systems and devices. This procurement focuses specifically on vendor licenses for mature commercial software solutions and post deployment software support services including maintenance, feature enhancements, integration, testing, and other technical services. The requirement explicitly excludes hardware procurement and development of new software solutions, targeting only existing commercial capabilities. The RFI was posted on September 15, 2025, with responses due by September 30, 2025, and performance will occur in CONUS and non-foreign OCONUS locations.
This pre-solicitation notice indicates no set-aside designation is being used for this opportunity, making it available to all eligible contractors. The Army plans to begin fielding the T-ICAM services in FY26, with current deployment plans scheduled for Q3FY26, establishing a critical timeline for vendor selection and implementation. The RFI emphasizes this is purely for market research purposes with no funding currently authorized, appropriated, or allocated, and no commitment from the Government to proceed with procurement. No incumbent contractors or current service providers are identified in the notice, nor are specific award values or budget ranges disclosed at this preliminary stage. The opportunity falls under NAICS code 541519 (Other Computer Related Services) and PSC code 7A20 (IT and Telecom - Application Development Software), indicating the specialized nature of the software licensing and support services being sought.

UNO T-ICAM provides distributed and deployable; at the point-of-need Authentication and authorization services which support the Army Tactical and Warfighter Applications, systems and devices. UNO T-ICAM enables secure authentication to the tactical network, applications, resources and for preventing unauthorized access and enabling visibility of the who and what is on the network. UNO T-ICAM services are intentionally designed to function regardless of the operational conditions under which they are operating to include Disrupted, Disconnected, Intermittent, and Low-Bandwidth (DDIL) environments. This includes distributable and deployable at the point-of-need ICAM Services that enable Person & Non-Person Entities to leverage ICAM services for authentication and authorization to access systems, applications & mission critical capabilities even in DDIL Conditions. Limited Size Weight & Power (SWAP) Constraints need to be an important consideration in the solution that is deployed in DDIL environments. UNO T-ICAM Services have open extensible interfaces for interacting and exchanging ICAM data with other Network Operations (NetOps) and Warfighter applications to include the Information repository Integrated system (IRIS) and future Next Generation Command & Control (NGC2) Applications and data.
