About this opportunity
The Military Sealift Command is procuring Original Equipment Manufacturer (OEM) Controlled Pitch Propeller parts for the T-AO 203 Class Vessels, specifically for the USNS LARAMIE. The solicitation seeks 15 different line items including grease seals, packing materials, seal rings, installation kits, and other propeller-related components through a sole-source procurement under FAR 6.302-1. The government intends to award a Firm-Fixed-Price Purchase Order to Bird-Johnson Propeller Company, LLC, though all responsible sources may submit capability statements, proposals, or quotations. Evaluation will be based on technical acceptance and price reasonableness, with quotes required to match exact part numbers, descriptions, manufacturers, and full specified quantities. The deadline for quote submissions is September 15, 2025, at 1:00 PM EST, with an anticipated award date on or before September 30, 2025.
This procurement is not set aside for small businesses and is being conducted as a brand-name, sole-source procurement with Bird-Johnson Propeller Company, LLC identified as the intended contractor due to their exclusive rights to the proprietary technical data and engineering drawings. The total anticipated procurement value is $125,030.24, covering various critical ship propulsion system components. Delivery is required by February 13, 2026, to the MSC W143 Warehouse in Norfolk, Virginia. The justification emphasizes that using non-OEM parts could compromise vessel operations and mission readiness, making compliance with United States Coast Guard, American Bureau of Shipping, and International Maritime Organization regulations essential. Only OEM manufacturers, OEM-authorized dealers/distributors, or MSC Design Control Activity qualified non-OEM vendors are eligible to submit quotes.
